PHASE 1 - Notice of Solicitation of Submissions for Contractor Pre-Qualification
THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design-Build Construction Services for the Design-Build construction of the Selective Improvements Project, Phase Two (SIP-2) project in Copenhagen, Denmark. The Project is described below.  OBO seeks to commission our nation’s top constructors to produce facilities of outstanding quality and value.   
This project is available for full and open competition.
1.   Project Description (Top-Secret Facility and Personnel Security Clearance Required)
19AQMM24R0025: Selective Improvements Project Phase Two (SIP-2) in Copenhagen, Denmark
The United States Government (USG), Department of State (DOS), Bureau of Overseas Building Operations (OBO) requires Design/Build services that include design and construction execution services for the Selective Improvements Project Phase Two (SIP-2) project in Copenhagen, Denmark, 19AQMM24R0025.
Property Description: 
The Chancery is an existing roughly 5600 gross square meters (GSM) building consisting of four (4) full levels with a partial mezzanine level, and a penthouse. The building was completed in 1954 and has a glass and limestone façade. It is located on .23 hectares (.58 acres) in the Kobenhavs neighborhood. The official project address is Dag Hammarskjölds Allé 24, 2100 Copenhagen, Denmark. site is bounded along its perimeter by Dag Hammarskjölds Alle to the south, Garnison Cemetery to the east and north, and Villa Canada Residence to the west.
Project Scope: 
SIP-2 is the second phase of the Selective Improvements Project, Phase 1 (SIP-1) completed in late 2023. The SIP-2 project scope includes the design/build construction of the following:

Architectural Upgrades

Façade Restoration

The work will include limited replacement of cracked or deteriorating glass and stone panels, and all services necessary to fully restore the glass and aluminum window and limestone panels.

Entry Courtyard waterproofing, and stone paver replacement.

Interior Upgrades

Upgraded finishes throughout (paint, flooring, Ceilings, misc. door replacement, signage, window treatment)
Multipurpose Room Upgrades and Reconfiguration.
Management Office Upgrades and Reconfiguration.
Main Lobby Upgrades
Locker and Laundry room reconfiguration and upgrades
Consular Waiting Room Upgrades
Central Stair Upgrades and new safety guardrail
Art Protection

Physical Security Upgrades

New Safe Area
New FE Grilles at Consular Waiting
FE/BR glass wall at Management Section

Mechanical and Plumbing Upgrades

Replacement of all existing heating water piping and radiators. Replacement of all existing chilled water piping and FCU’s and valve assemblies. Replacement of all existing chilled water piping and AHU’s valves assemblies in the penthouse.
Replacement of sanitary/vent plumbing pipes for all 3rd floor toilets.
Installation of heating circulating pumps with piping and valves assemblies at each AHU.
Installation of 150 mm 3-way valve at the main heating system.
Replacement of existing domestic hot water tank system and valve assemblies. Installation of Controls and Integration to the BAS system.
Replacement of snow melt system in exterior entry courtyard.
Replacement of various relief/exhaust fans with VFD and connect to the BAS system.
Replace all waterless urinals with low water flow urinals, pipe and vent fixtures.
Install trap guards on all floor drains (mechanical rooms and toilets).

Electrical Upgrades

Combine three incoming feeders.
Power distribution upgrades and improvements.
Backup power evaluation.
Branch circuits replacement.
Replace all non-LED lighting with LED fixtures.
Remove all old and abandoned electrical wiring.

Fire Alarm Upgrades

Upgrade Fire Alarm system to meet NFPA 72 for a non-sprinklered building.

Telecom Upgrades

 Suite Upgrades.
Consular Section - Install new cabling in the waiting area to accommodate elements of the consular queuing system.

This is a Design-Build contract.  The awarded contractor shall be provided with bridging documents that the contractor shall develop to 100% final design. 
            Approximate construction cost:  $20-$30 million
NOTE: To demonstrate performance of similar construction work for Omnibus Diplomatic Security and Antiterrorism Act of 1986 purposes, the offeror needs to provide information demonstrating that it has successfully completed in the United States or at a U.S. diplomatic or consular mission a construction contract or subcontract involving work of the same general type and complexity as the solicited project and having a contract or subcontract value of at least $       14,000,000.00.  See the attached documernts.
