Description

The contracting authority mentioned in point 1 intends to enter into a framework agreement for the procurement of fuel from pumps, car washes in automatic machines, and related supplies.The purpose of the procurement is to cover the contracting authority´s ongoing need for fuel, oil, car washes, car supplies, and associated products in an efficient and rational way and at the lowest possible cost for the contracting authority.It is a significant aim that the contract gives the least possible cost for the contracting authority, this includes price and administration costs.The tenderer must use his expertise and competence to contribute to fulfilling the objective of the contract.
The procurement concerns the delivery of truck diesel, fuel for the municipality's vehicle fleet and site machines from the tenderer's pumps, but car washes in an automatic machine and the procurement of supplies can also be required in a limited scope.Several of the municipalities have established their own garages where simple maintenance is carried out, such as washing, changing oil, light bulbs, windscreen wipers, etc. Trysil Municipality has a separate framework agreement for car washes, service and garage services for the municipal vehicle fleet. The procurement of products outside fuel from pumps will therefore mainly be to cover an acute need.Site machines, such as lorries and road planers require a lot of space. It is therefore important that the stations in question have sufficient space and that there is a truck diesel pump.The amount of fuel procured for the municipalities in total in the last 12 months was approx. 15,000, 200,000, 35,000 liter for petrol, diesel, and duty-free diesel respectively.As the prices for fuel, and the amount procured vary considerably, an upper limit has been set for the framework agreement of NOK 20,000,000.Several of the municipalities have procured electric vehicles, and these currently make up a certain percent of the municipalities' vehicle fleet. Due to the regulations on energy and environmental requirements in public procurements of vehicles for road transport (FOR-2021-12-21-3840), future procurements will mainly be electric vehicles. The need for fuel is therefore expected to be reduced in the contract period.
