Description

The Operational Liaison and Reconnaissance Teams (OLRT) are a key command and control enabler during the early phases of any mission and they must be prepared and equipped with deployable communications systems to deploy and operate quickly to support the Joint Task Force Commanders (JFC) with their planning and decision-making process. This project (serial 2021/0CM03106) is programmed in capability package (CP) 9A0130 “satellite communications transmission services”, and it will provide the commercial satellite services to enable the OLRT's to carry out their mission.

Background

The OLRT's are the Alliance’s initial presence in theatre and their mission is to be ready to deploy at a very short notice. This project will provide transmission element and associated services to connect the OLRT's to their parent headquarters.

Scope

The contract resulting from the invitation for bid (IFB) shall acquire satellite airtime for the OLRTs onboth Inmarsat and Iridium commercial satellite constellations. This project shall also provide terrestrialbackhaul services to connect to the NATO anchor points. This contract will be implemented throughsingle IFB with two separate work packages as follows:

Work package 1 - Provide SATCOM subscription services will provide the OLRTs with access tocommercial satellite communications services for their mission preparation, exercises and thereconnaissance phase of actual missions. The contract shall provide satellite airtime on the Inmarsatand Iridium satellite constellations. The period of performance for the services in this work package is2024 to 2028 (3 years plus 2 extendable years).

Work package 2 - Provide terrestrial connectivity services will establish an ethernet virtual privatenetwork (VPN) to provide terrestrial backhaul services to transport the satellite traffic to the NATOanchor points. Specifically, the terrestrial connectivity between NATO Anchor Point in Belgium (Mons)and Inmarsat Point of Presence (PoP) in The Netherlands (Amsterdam), and the terrestrial connectivitybetween NATO Anchor Point in Italy (Lago Patria) and Inmarsat PoP in Amsterdam. The period ofperformance for the services in this work package is 2024 to 2028 (3 years plus 2 extendable years).

No deployable assets (hardware or software) will be procured under this contract.

The participating national authorities are advised that the IFB package will only contain “NATOUNCLASSIFIED” material.

The resulting contract will require the prospective contractor handling, processing and storingmaterial classified up to “NATO SECRET”. The future contractor shall be therefore required to possessa facility and personnel clearances of “NATO SECRET” at the time of contract award. Prospectivebidders are cautioned that the contract award and contract performance will not be delayed in order toallow contractor personnel to obtain clearances where such clearances are lacking.
