Public notice is hereby given that the PUBLIC ORGANIZATION wishes to issue a call for tenders for the execution of the PARTIAL RENOVATION OF THE EXTERIOR ENVIRONMENT, INTERIOR SYSTEMS, HVAC, ACCESSIBILITY AND ELECTRICAL DISTRIBUTION at École Pierre-de-Lestage, 881 Pierre-de-Lestage Street, Berthierville, QC J0K 1A0.
INFORMATION
As of December 4, 2020, any person or company will be able to obtain the tender documents on the "Electronic Tendering System" (ETS) website. The pricing list can be found under the heading "Customer Service". Tender documents can only be obtained through the SEAO.
APPLICABLE INTERGOVERNMENTAL AGREEMENTS
This call for tenders is subject to the following intergovernmental agreements:
AGREEMENT ON THE LIBERALIZATION OF GOVERNMENT PROCUREMENT IN QUEBEC AND NEW BRUNSWICK ;
TRADE AND COOPERATION AGREEMENT BETWEEN QUEBEC AND ONTARIO ;
CANADIAN FREE TRADE AGREEMENT ;
WORK SUMMARY
The work herein includes, but is not limited to, the following:
Complete renovation of ceilings (professional section)
Complete lighting renovation (professional section)
Renovation and addition of a HVAC system (professional section)
Partial renovation of electrical distribution
Partial plumbing renovation
Renovation of 3 toilet blocks: 1 in the part of Block ''B'' and 2 in the part of Block ''C''.
Complete demolition of the greenhouse
Renovation of the exterior windows of the whole block ''C''.
Complete cleaning of Block ''C'' and partial cleaning of Block ''B''.
Painting work
Demolition work and construction of mechanical devices on the roof.
Small Civil works (excavation, paving, concreting)
The work will take 18 weeks to complete. This excludes the transmission/approval of shop drawings and data sheets which will be required from March to April 2021.
Start date for Part 1: April 19, 2021
The work in Part 1 includes all exterior work as well as some interior work in the C wing, i.e. work in the mechanical room, corridors and workshops on the vocational training side. This work will be carried out during occupancy. Work schedules will have to be coordinated with the project manager and the school. The complete renovation of washroom blocks C163 and C164 will have to be started on April 19 and completed by June 21, 2021.
Start date for Part 2: June 28, 2021.
The work in Part 2 includes the interior work of the B107, B108, C177 and C180 sanitary blocks. This work cannot be started before June 28, 2021.
Date of receipt of work with reservation :
August 20, 2021: Deadline for conditional acceptance of work done on the secondary school premises [rooms C149, C149A, C149B, C150, C151 and C152] and on washroom blocks B107, B108, C177 and C180.
October 29, 2021: Deadline for acceptance with reserve for the remainder of the work (complete project).
CLOSING, RECEIPT AND OPENING OF BIDS
To be valid and considered, bids (one (1) original and ONE (1) USB key, or CD-ROM, containing an unlocked electronic copy of the original paper copy of the Bid Form and duly completed annexes) must be placed in a sealed envelope marked "Bid for Partial Renovation of the Outer Envelope, of Indoor Systems, HVAC, Accessibility and Electrical Distribution" and must be received at 4671 Principale Street, Saint-Félix-de-Valois, Québec J0K 2M0 , no later than January 21, 2020 at 2:30 p.m., local time, to be opened publicly at the same location, on the same day, at the same time. Any submission received after this date will be automatically rejected.
The PUBLIC ORGANIZATION does not undertake to accept any of the bids received in connection with this call for tenders.
Bids may also be submitted electronically. Where appropriate, such transmission may be made only through the electronic tendering system.

In light of the current coronavirus pandemic (COVID-19), the PUBLIC ORGANIZATION is opening the Submissions without an audience, so that SUBMISSIONERS will not be able to attend in person.
Instead, the PUBLIC ORGANIZATION shall post a video recording of the opening of the Submissions on the WATCH as soon as possible after the opening. Bidders will be informed of the filing
of the recording on the SEAO in the same way as when an Addendum is issued.
Please note that this measure is taken in accordance with the guidelines proposed by the
Treasury Board Secretariat, dated March 25, 2020 (News Release No. SSMP-02 "Coronavirus (COVID-19)").
BRIEFING AND SITE VISIT
An information meeting, including a site visit, is scheduled for December 10, 2020 at 3:30 pm. This meeting is not mandatory. Bidders must present themselves at École Pierre-de-Lestage, 881 Pierre-de-Lestage Street, Berthierville (QC) J0K 1A0.
Tenderers are invited to participate in the information meeting, including a site visit, offered by the PUBLIC ORGANIZATION. Failure to participate may not be used as an excuse or pretext for errors, omissions or irregularities on the part of a tenderer in the drafting of its tender. Each bidder is responsible for delegating a representative to this meeting. In addition, the PUBLIC ORGANIZATION assumes no responsibility towards bidders who did not attend an information meeting, including a site visit, with respect to information that may have been given during the meeting.
BID SECURITY
The bidder must accompany its bid with a bid security equivalent to TEN PERCENT (10%) of the total price proposed in its bid. This bid security must be provided in one of the following forms:
(a) a surety bond;
(b) an irrevocable letter of guarantee issued to the PUBLIC ORGANIZATION by a financial institution.
OFFICE CLOSURE
If, due to exceptional circumstances, the PUBLIC ORGANIZATION should close its doors on the day indicated for the visit of the premises and/or the receipt of tenders, this date will be postponed to the next working day, at the same place and time.
This tender notice is an overview of certain conditions set out in the tender documents, of which it forms an integral part. Bidders must read all of the tender documents.
