Germany - Parcel delivery

Description

The contracting authority intends to award a framework agreement for the transport of parcels and packages for the judicial authorities of the Free State of Thuringia by way of a Europe-wide invitation to tender in the open procedure pursuant to Section 15 I 1 VgV. A detailed breakdown of the service can be found in the framework agreement, the contract and the bid form. There are four partial lots corresponding to the district courts of the Free State of Thuringia. The framework agreement begins on 01.07.2023 with a term of 24 months. The contract will be extended by two years, until 30.06.2027, if not terminated by 30.06.2025.
The Contractor shall undertake the collection of the parcels to be transported on working days (Mondays to Fridays) from the post offices of the respective departments and their transport to the recipients within the territory of the Federal Republic of Germany, as well as the transport of parcels addressed to recipients abroad to the delivery points of the universal postal service provider of the Federal Republic of Germany, unless the transport can also be undertaken abroad. The delivery times are subject to the guideline values pursuant to § 3 No. 2 of the Postal Universal Service Ordinance (PUDLV). Within a radius of 500 kilometers, starting from the sending authority, delivery is usually made on the next working day.Furthermore, the service to be provided includes digital processing and record keeping within an online customer account, tracking of parcels, liability per parcel for loss or damage in the amount of at least EUR 500.00, the required confirmation of delivery or non-delivery and the return of documents to the respective authority. The Contractor shall provide each individual authority with the necessary forms with address imprint of the respective authority or blank stickers required for order processing, as well as transport containers for the packages, if required.
