1. The National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO) through the CY 2019 projects intends to apply the hereunder Approved Budget for the Contract to payment of the corresponding contract below. Bids received in excess of ABC shall be automatically rejected at bid opening. PAMBAT-ISR NIS-BAT-2019-CLBRIS SERVICE ROAD 5.5M-29 Name of Project: CLBRIS SERVICE ROAD 5.5M Location: Dinalupihan, Bataan Brief : Service Road Approved Budget for the Contract (ABC): P1,547,139.62 Completion Works: 180 Calendar Days Minimum PCAB ARCC Size Range (Irrigation & Flood Control): “Small B”, License Category “C & D” Opening of Bids: December 18, 2018 @10:00am Bid Documents Fee: P5,000.00 2. The National Irrigation Administration-Pampanga Bataan Irrigation Management Office (NIA PAMBAT IMO) now invites bids for the above listed contract packages. The description an eligible bidder is contained in the Bidding Documents, particularly in Section II Instruction to Bidders. Prospective bidders must have completed a Single Largest Completed Contract (SLCC) that is similar to this project, equivalent to at least fifty (50%) of the ABC adjusted, if necessary, by the bidder to current prices using the Philippine Statistics Authority (PSA) consumer price index. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. 4. Interested bidders may obtain further information from National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO) and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM, Monday to Friday. 5. A complete set of Bidding Documents may be purchased by interested Bidders from address below and upon payment of a non-refundable fee for the Bidding Documents in the amount stated in the above-list of packages. It may also be downloaded free of charge from the Website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that bidders shall pay the fee for the Bidding Documents not later than the submission of their bids. 6. The National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO) will hold a joint site inspection on November 30, 2018, 8:30am meeting place at NIA PAMBAT IMO Office, Solib, Floridablanca, Pampanga together with all interested parties. A “Certificate of Site Inspection” shall be issued by the Project Engineer which shall be attached as “Annex” of the Omnibus Sworn Statement and shall form part of the technical documents submitted during the bidding. Bidders who will be participating thru a “Special Power of Attorney” is hereby prohibited and shall not be entertained by the Procuring Entity. Only the Licensee/Company/Owner and/or its Project Engineer/s are allowed to participate in every stage of the procurement. Strictly no substitute is allowed. 7. The National Irrigation Administration-Pampanga- Bataan Irrigation Management Office (NIA PAMBAT IMO) will hold a Pre-Bid Conference on December 4, 2018, 1:00PM at National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO), Solib, Floridablanca, Pampanga which shall be open only to all interested parties. 8. Sealed Bids must be delivered on or before 8:30 am of December 18, 2018 at National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO), Bataan Satellite Office, San Ramon, Dinalupihan, Bataan. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18. Bids will be opened on December 18, 2018 @ 10:00AM in the presence of the bidder or his representative who will attend at National Irrigation Administration-Pampanga-Bataan Irrigation Management (NIA PAMBAT IMO), Bataan Satellite Office, San Ramon, Dinalupihan, Bataan. Late bids shall not be accepted. 9. The National Irrigation Administration-Pampanga-Bataan Irrigation Management Office (NIA PAMBAT IMO) reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 10.For further information, please refer to: Mr. JUNE D.
