Description

The Federal Institute for Vocational Education and Training (BIBB), intends to conclude a framework agreement for event management for the period from 15.09.2022 to 31.05.2025 within the framework of a public invitation to tender. The plan for this period is to develop an event concept for the high-profile presentation and promotion of the "Portal for Training Personnel" with the help of the implementation of or participation in topic-specific events, workshops, conferences, trade fair appearances, etc. These events can take place both in the form of a presence and as part of an event. These events can be held in person as well as hybrid or virtual. BIBB prepares, conducts and follows up on the content of the events. The other organizational preparation, implementation and follow-up should be outsourced to the external service provider. All events will focus on a specific topic to be determined by the responsible team at BIBB and will address a group of participants to be selected by the team. The events serve to publicize the "Portal for In-company Training and Examination Personnel" and to inform and network the specialist audience. The number of participants varies depending on the type of event. Depending on the focus of the event and its feasibility, the events are held on BIBB's own premises, in Bonn, or in other cities throughout Germany.
BIBB plans to award contracts for individual subsections that are necessary for the preparation, implementation and follow-up of events during the specified period. External costs, e.g. for room rental, catering, general technology as well as special technology (streaming/technology for the implementation of hybrid and virtual events), graphics and implementation, moderation, artists, travel expenses, set-up/dismantling - and coordination of trade fair exhibitions, etc. must be determined by the contractor (CO) and, after consultation with the client (CL), commissioned by the latter (CL). Since BIBB manages public funds, the criteria for the awarding of contracts for supplies and services must be observed. The Contractor shall base the contracts with subcontractors on the General Terms and Conditions of Contract for the Execution of Services (VOL/B). If the bidder or the bidding consortium intends to have parts of the performance carried out by subcontractors and/or to make use of the capacities of other companies for the performance of the public contract with regard to the required economic, financial, technical or professional capacity (suitability loan), he/she shall name the subcontractors/other companies and the services or capacities intended for this purpose when submitting the bid. Subcontractors shall perform spatial and material parts of the tendered service for the main contractor without themselves being legally or economically part of the main contractor. The Contractor shall be obliged, when subcontracting services, to proceed in accordance with the general principles of competition under public procurement law and to ensure that all the requirements imposed on it are also met by the subcontractor. This includes in particular the proof in the form of qualifications, CVs, references and the signing of the appendices attached to this specification.
