Optimized Remediation Contract (ORC) OK/AR Group

This Acquisition is to be competed as a Small Business Set Aside procurement for a "C" Type Contract for Optimized Remediation Contract (ORC) OK/AR Group. This synopsis is for the purpose of a pre-solicitation notification only.
The Tulsa District, US Army Corps of Engineers intends to issue Solicitation #W912BV20R0002 for a Firm-Fixed-Price "C" Type Contract for Optimized Remediation Contract (ORC) OK/AR Group.
The applicable North American Industrial Classification System (NAICS) Code is 562910 with an associated Small Business Size Standard, as established by the U.S. Small Business Administration, of 750 employees.
The solicitation will be issued via Internet only on the beta.SAM Website at http://beta.sam.gov. FedBizOpps (FBO.gov) is transitioning to beta.SAM in early November and will no longer be accessible. Notification of amendments shall be made via beta.SAM only. It is the contractors' responsibility to check the above-listed internet address daily for any posted changes to the solicitation. Any amendments issued to the solicitation must be acknowledged by potential offerors. No corrections and/or changes to proposals will be allowed after the proposal submittal due time and date.
This requirement is for a performance-based approach for to meet the Air Force's requirements for an Optimized Remediation Contract (ORC) to conduct environmental remediation activities at the following five (5) Air Force installations in Oklahoma and Arkansas collectively known as the "Oklahoma/Arkansas (OK/AR) Group": a) Air Force Plant (AFP) 3, Oklahoma (OK); b) Altus Air Force Base (AFB), OK; c) Little Rock AFB, Arkansas (AR); d)Tinker AFB, OK, and e) Vance AFB, OK.
The proposed action is referred to as the ORC OK/AR Group. The scope includes environmental remediation and engineering activities necessary for investigation, design, remedial action, remedial construction, and remediation activities to support performance objectives that either advance or complete site cleanup (achieve site closeout or response complete) during the contract period of performance in the most efficient and cost effective manner through optimization of environmental restoration activities, while complying with applicable federal, state, and local laws and regulations at 65 Environmental Restoration Program sites consisting of 64 Installation Restoration Program (IRP) sites and one Military Munitions Restoration Program (MMRP) site. This contract is estimated to be for a period of performance of 10 years.
Pre-proposal conference/site information will be included in the official solicitation.
The successful offeror will be selected utilizing Best Value Tradeoff source selection procedures. The Government intends to award a Firm-Fixed-Price contract resulting from the solicitation to the responsible offeror whose proposal conforms to all solicitation requirements and offers the Best Value to the Government.
Solicitation issue date is on or about 19 November 2019. Proposals are anticipated to be due on or about 20 February 2020. Contractors must be registered and current with the System for Award Management (SAM) database in order to receive a Government contract award.
