Contract duration or performance period: . from April 1, 2024 to March 31, 2027. Provisional start date for supplies/services: April 1, 2024. Applications and tenders must be written entirely in French, as must the associated presentation documents. The currency used is the euro. Proof of the applicant's qualities and capabilities: Documents to be produced by the candidate, in support of his application: - Copy of the judgement(s) pronounced, if the candidate is in receivership; - Declaration on the candidate's honor justifying that he does not fall into any of the cases of compulsory prohibition of tendering provided for in articles L. 2141-1 à L. 2141-5 ou aux articles L. 2141-7 à L. 2141-10 du code de la commande publique ou, pour les marchés publics de défense ou de sécurité, qu'il n'entre dans aucun des cas d'interdiction de soumissionner obligatoires prévus aux articles L. 2341-1 à L. 2341-3 ou aux articles L. 2141-7 à L. 2341-5 of the French Public Procurement Code (if this declaration has not already been requested on form DC1, below); - Declaration on the candidate's honor that, during the year preceding that in which the consultation is launched, he/she has complied with articles L. 5212-1, L. 5212-2, L. 5212 5 and L. 5212-9 of the French Labor Code, concerning the employment of disabled workers; - If the candidate is established in France, a declaration on the candidate's honor justifying that the work is carried out by employees regularly employed with regard to articles L. 1221-10, L. 3243-2 and R. 3243-1 of the French Labor Code (if the candidate employs employees, in accordance with article D. 8222-5-3° of the French Labor Code). Documents to be produced in support of applications by the applicant, at the option of the public purchaser: - Statement of overall sales and sales in respect of the supplies, services or work covered by the contract, over the last three financial years available; - Appropriate bank declaration or proof of professional risk insurance; - Balance sheets or extracts from balance sheets, for the last three years, of economic operators for whom the drawing up of balance sheets is compulsory by law; - Presentation of a list of the main supplies or services carried out over the last three years, indicating the amount, date and public or private recipient. A list of work carried out over the past five years, supported by certificates of satisfactory execution for the most important work. Indication of the qualifications and experience of the economic operator; - Indication of the qualifications and experience of the company's executives, in particular those responsible for providing services or carrying out work of a similar nature to that of the contract; - For supplies and services, a description of the technical equipment, the measures employed by the economic operator to ensure quality, and the company's study and research resources; - Certificates of professional qualifications. Proof of the applicant's capacity may be provided by any means, in particular by certificates of professional identity or references to works attesting to the economic operator's competence to provide the service for which he is applying; - Certificates issued by quality control departments authorized to attest to the conformity of supplies by reference to certain technical specifications. Other proof of equivalent quality assurance measures produced by the candidate will be accepted, if the latter does not have access to these certificates or has no possibility of obtaining them within the set deadlines; - Form DC1, Application letter - Habilitation of the representative by his co-contractors (available at the following address: http://www.economie.gouv.fr/daj/formulaires-declaration-du-candidat); - Form DC2, Declaration by the individual candidate or member of the grouping (available at the following address: http://www.economie.gouv.fr/daj/formulaires-declaration-du-candidat); - Form ATTRI1, Acte d'engagement (available at the following address: http://www.economie.gouv.fr/daj/formulaires-attribution-marches-2016; - If, in order to present its candidacy, the candidate relies on the professional, technical and financial capacities of other economic operators, it must produce the same documents concerning this economic operator as those required by the public purchaser. The candidate must also provide proof that each of these economic operators will make available the necessary resources throughout the performance of the public contract or framework agreement. Documents to be produced by the successful tenderer prior to signature and notification of the public contract or framework agreement (NOTI1 form): - The documents specified in articles D. 8222-5 or D. 8222-7 and D. 8222-8 of the French Labor Code; - If the successful tenderer is established in France, attestations and certificates issued by the relevant authorities and organizations proving that it has met its tax and social security obligations, or an annual statement of certificates received; - If the successful tenderer is established in a country other than France, a certificate issued by the authorities and organizations of the country of origin. Where such a certificate is not issued by the country concerned, it may be replaced by an affidavit, or in countries where no such affidavit exists, by a solemn declaration made by the interested party before the competent judicial or administrative authority, a notary or a qualified professional body in the country.
