The Government is issuing this Sources Sought Notice to determine a competitive basis. This is not a solicitation. No reimbursement will be made for any costs associated with providing information in response to this survey. The Government is planning on issuing three (3) separate solicitations and awards.

This survey is for market research purposes only. Only contractors capable of performing this type of work should respond to this notice.
Requirement
The U.S. Army Corps of Engineers (USACE), Nashville District, anticipates a requirement for a firm fixed-price requirements contract with a base and four (4) option years for Operations and Maintenance Services at three of our locations. Each location will have a separate solicitation and award. The locations are: Cheatham Lake, J. Percy Priest and Lake Cumberland. The Contractor shall furnish all necessary management, supervision, inspection, personnel, materials, supplies, parts, tools, equipment, transportation, and vehicles, except as otherwise specified, to perform the operation and maintenance services within the area of responsibility (including drainage area). Operation and maintenance services include but are not limited to small construction, grass mowing, janitorial services, and cleaning services.
Cheatham Lake is located on the Cumberland River, 25 miles west of Nashville, Tennessee and 30 miles south of Clarksville, Tennessee. The areas of work are located in Cheatham, Davidson, Dickson, and Montgomery counties of Tennessee. Principal cities in the areas are Ashland City, Nashville, Clarksville, and Dickson, Tennessee. A contractor is needed to operate and maintain the facilities throughout the Cheatham Lake area.
J. Percy Priest Lake is located on the Stones River, just east of Nashville, Tennessee. The areas of work are located in Davidson, Rutherford, and Wilson counties of Tennessee. Principal cities in the areas are Nashville, LaVergne, Smyrna, and Mt. Juliet. A contractor is needed to operate and maintain the facilities throughout the J. Percy Priest Lake area.
Lake Cumberland is located on the Cumberland River, 60 miles south of Lexington, Kentucky. The areas of work are located in Pulaski, Wayne, Clinton, Russell, Whitley and McCreary Counties of Kentucky. Principal cities in the area are Somerset, Monticello, Albany, Jamestown and Russell Springs. A contractor is needed to operate and maintain the facilities throughout the Lake Cumberland area.
The anticipated NAICS code is 561210; Facilities Support Services, with a small business size standard of $38.5 million in annual receipts.

Cheatham Lake Requirements
The types of work and skill sets for this requirement are as follows:
a) Grass Mowing. The work shall consist of mowing and trimming grass at designated locations in the various recreation and operational areas at Cheatham Lake. The Contractor shall provide all personnel, materials, supplies, tools, equipment, vehicles and transportation to perform this work within the allotted time period.
b) Cleaning Services. The work shall consist of cleaning and servicing public use areas and facilities at various recreation and operational areas and removal of refuse and litter from the Cheatham Lake Project. The Contractor shall provide all personnel, materials, cleaning supplies, chemicals, tools, equipment, light bulbs (except for outdoor street lights), vehicles and transportation necessary to perform this work.
c) Janitorial Services. The Contractor shall provide all personnel, materials, supplies, tools, parts, vehicles and equipment to perform this work. The work shall consist of providing janitorial, cleaning, and services for the following locations:
1) Cheatham Lake Resource Manager's Office
2) Cheatham Lake Resource Maintenance Shop Area
d) Facility Repair, Maintenance and Other Non-Routine Work. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment (Contractor-provided equipment includes a qualified operator), vehicles and transportation to perform non-routine construction work that shall be performed in accordance with applicable publications, except as otherwise specified in the solicitation/contract.
e) Herbicide Application. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform Herbicide Application at various areas around Cheatham Lake.
f) Dumpster Collection Service. The Contractor will provide Dumpster Services at the Shop and Powerhouse as well as various recreation areas.
g) Boundary Line Marking and Repainting. Unless otherwise specified in the solicitation/contract, the Contractor shall provide all personnel, materials, supplies, tools, parts, vehicles, transportation and equipment necessary to remark and repaint a segment of the Government boundary line surrounding Cheatham Lake.
h) Beach Water Testing and Septic Tank Pump Out. The Contractor will provide qualified personnel, materials, supplies, tools, parts, equipment, vehicles, transportation and lab services to collect and analyses water samples for swimming beaches to ensure the proper environmental state compliance is met.
i) Leaf Removal. The Contractor will provide services for cutting up and removing leaves in designated areas. All personnel, materials, chemicals, supplies, tools, parts, equipment, vehicles and transportation required to perform this work shall be furnished by the Contractor.

J. Percy Priest Requirements
The types of work and skill sets for this requirement are as follows:
a) Grass Mowing. The work shall consist of mowing and trimming grass at designated locations in the various recreation and operational areas at J. Percy Priest. The Contractor shall provide all personnel, materials, supplies, tools, equipment, vehicles and transportation to perform this work within the allotted time period.

Percy Priest Project. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment (Contractor-provided equipment includes a qualified operator), vehicles and transportation to perform non-routine construction work that shall be performed in accordance with applicable publications, except as otherwise specified in the solicitation/contract.

k) Sewage Holding Tanks, Septic and Pump Stations. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform Septic/Holding tank pumping.
l) Landscape Maintenance Services. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform impact sties maintenance, roadway maintenance, timber maintenance and drain line maintenance.

e) Facility Sewage Systems and Pest Control. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform septic tank pumping and comprehensive pest control. .
f) Herbicide Application. The Contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform herbicide application.
g) Red Bird Debris Management System. The contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform work on the Red Bird Debris Management System.
h) Boundary Line Marking and Repainting. Unless otherwise specified in the solicitation/contract, the Contractor shall provide all personnel, materials, supplies, tools, parts, vehicles, transportation and equipment necessary to remark and repaint a segment of the Government boundary line surrounding Lake Cumberland.
i) Debris Removal. The contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform debris removal - drift and other debris.

j) Pavement Striping and Sealing, and Placard Placement. The contractor shall provide all qualified personnel, materials, supplies, tools, parts, equipment, vehicles and transportation to perform pavement striping and sealing, and placard placement.
