Poland - Nuclear, biological, chemical and radiological protection equipment

Description

(1) The subject matter of the contract is the supply of CBRN equipment for contamination removal under the project "Development and maintenance of rescEU CBRN stockpiles in Poland". The Procuring Entity informs that this proceeding covers only a part of the contract - the Procuring Entity shall award the contract in parts, each of which is the subject of a separate proceeding, while separating the generic parts within a given part of the contract. These proceedings include the execution of Stage II of the public procurement, providing for the term of execution of the subject matter of the contract, in each Part of the procurement, until March 29, 2024. The execution of Stage I of the public procurement provides for the term of execution of the subject matter of the procurement, in each of the Procurement Parts, until December 15, 2023. (2) The covered procurement is divided into two Parts.
(1) Under Part 1 of the order, the Contractor will be obliged to provide a foam decontamination unit with agents for decontamination of chemical, biological and radiation hazards, in the number of 10 sets, in accordance with the technical specifications set forth in Appendix No. 1 to the SWZ - "Description of the subject matter of the order". (2) Notwithstanding the provision of the equipment referred to in paragraph 2 above, the Contractor shall furthermore be obliged to:A. conduct a one-day training course on the operation, maintenance and use of the supplied equipment, for no less than 6 and no more than 9 employees of the Ordering Party or other persons designated by the Ordering Party, B. permanently and visibly mark each package of each equipment with the logo of the European Union flag, together with a statement on the method of financing: "Funded by the European Union", the design of which is attached as Appendix No. 1A to the SWZ - "Model Logo", subject to:a. the dimensions of the EU flag - the dimensions of the EU flag may not be smaller than: 10.5 cm (height) x 16 cm (width), with a properly visible statement on the method of financing, 1 cm (height), with a properly visible statement on the method of financing - concerning packages with dimensions smaller or equal to 21 cm x 29.7 cm,b. the necessity to maintain the proportions of the logotype and the statement on the method of financing in relation to each other, c. The need to maintain the proportions of the logotype and the statement on the method of financing in relation to the packaging - clear visibility of the marking, d. The need to maintain the color scheme of the logotype and the statement on the method of financing (compliance with the pattern), e. The Employer allows the marking of the equipment packaging with the use of stickers, stickers and similar materials, if they provide a permanent connection with the equipment packaging, f. The Employer allows the marking of the equipment packaging only if the equipment in question is packaged by the manufacturer, i.e. when the equipment in question packaged in a unit package is customarily transported in a unit package. In particular, the Ordering Party does not allow unit packaging to be combined into bulk packaging, or bulk packaging customarily packaged by the manufacturer, into larger bulk packaging (packaging "pre-packaged" by the Contractor) in order to avoid the Contractor's obligation to label each unit and/or bulk packaging of the equipment, C. provide the Ordering Party with a quality guarantee for the equipment supplied until at least December 31, 2026, under which the Contractor will be obligated to:a. rectify defects and faults in the equipment,b. perform or ensure the performance of periodic inspections of the equipment or its individual components, as required and/or recommended by the manufacturer, including the provision of ongoing (during the period of operation) and/or periodic (in particular, during or following a periodic inspection) replacement and/or replenishment of consumables and/or replacement parts,at the Contractor's sole expense and under the terms and conditions set forth in Appendix No. 2A to the SWZ - "Draft Contractual Provisions", D. Ensure, continuously and uninterruptedly, at least until December 31, 2026, the suitability of decontamination / disinfection agents for use, without additional control, while maintaining appropriate storage and transport conditions (heated warehouses with adequate humidity, protection from the effects of the weather, protection against mechanical damage), in particular, by periodically replacing agents whose period of fitness for use is coming to an end with new ones with a sufficiently long period of fitness for use without additional control. (1) Under Part 2 of the contract, the Contractor shall be obliged to provide a room disinfection device, in the number of 800 units, together with disinfectants, in accordance with the technical specifications set forth in Appendix No. 1 to the SWZ - "Description of the subject of the contract". Ensure, continuously and uninterruptedly, at least until December 31, 2026, the suitability of decontamination / disinfection agents for use, without additional control, while maintaining appropriate storage and transport conditions (heated warehouses with adequate humidity, protection from the effects of the weather, protection against mechanical damage), in particular, by periodically replacing agents whose period of suitability for use is coming to an end with new ones with a sufficiently long period of suitability for use without additional control, E. to provide a manufacturer's quality guarantee for the delivered equipment for a period of not less than 36 months (calculated from the date of final acceptance of the subject of the contract).
