Description
The primary objective of the Project is to provide continuous and sustainable delivery of water and sanitation services to NWC customers. To achieve this objective, the island-wide level of NRW must be reduced from the current level of 80% (island-wide figure outside KSA) to the target level of 30%. This objective will be measured by the number of customers receiving continuous supply of water and by the level of NRW in each system and in aggregate.
A secondary objective of the Project is to prepare and implement strategies and action plans that will strengthen the capacity of NWC staff and ensure the improved performance and efficiency of NWC. An additional objective of the Project is an increased level of opportunities for investment in small and medium sized commercial resorts and housing due to reliable water supply service being realized.
This objective will be measured by the increase in NWC’s customer base. Also, the Contractor will have to provide assistance to NWC to improve its bill collection process so as to improve the Bill Collection Rate from an actual estimated 90 % to about 96%. The project will be divided into 2 geographical lots, leading to two contractors, unless a contractor gets awarded both lots.
The scope of the Project is to contract with an experienced operator under a 11-year performance-based contract (PBC), potentially extended for an additional 2 years, to reduce the level of Non-Revenue Water from the current estimates of approximately 43% (Kingston and Saint Andrew) and 80% (other Parishes) to 30% by the end of the Project (representing a total reduction of NRW about 200 Mm3). Since the current level of NRW and the target of 30% are system-wide values (which will expressed in cubic meters), the actual level of NRW at any specific water supply system may be greater or less than the target. However, the expected Non-Revenue Water reduction will be expressed both in cubic meters m3 and in percentages (%).
