10. The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price delivery order under the Basic Ordering Agreement (BOA) N0042118G0002 with Teledyne Electronic Safety Products (TESP) of Chatsworth, CA, an operating unit of Teledyne Technologies, Inc. This order will facilitate procurement of NACES Future Advanced Sequencer Technology (FAST) sequencer assembly units of the F/A-18 aircraft and subsystems in support of U.S. Navy F/A-18 production and Foreign Military Sales aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, and manufacturer of current sequencer configurations in use in the USN fleet, only TESP possesses the requisite engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government's minimum requirements in the timeframe required. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
