Description

(1) The subject matter of the contract is the comprehensive supply of gaseous fuel - supply of high-methane natural gas with symbol E, together with distribution services. The projected amount of gaseous fuel is 70,859,312 kWh (using a conversion factor of 11.4 - 6,215,733 m3), of which:1) Part 1 of the contract - Comprehensive supply of natural gas in 2024 - 38,067,055 kWh2) Part 2 of the contract - Comprehensive supply of natural gas in 2025 - 32,792,257 kWh.The above data are indicative. The Contractor should take into account possible fluctuations in consumption. Decrease or increase in the volume of gaseous fuel does not entail any consequences for the ordering party (customers), except for the need to pay for the actually consumed volume of gas and transmission services in accordance with the applicable OSD Tariff.2. The proceeding covered PPGs in which customers are "subject to tariff protection", that is, referred to in Article 62b paragraph 1 item 2 of the Pe Act, and customers who are not covered.
A detailed list of PPGs is attached as Appendix No. 1a to the SWZ.2. Estimated quantity of natural gas - 38,067,055 kWh.3. Number of PPGs - 197.4. Period of supply: from 01.01.2024r. to 31.12.2024. 5. number of contracts - as a result of the settlement of the proceedings, 16 contracts will be concluded.6. quality standards: the Employer informs that the quality standards for the supply of natural gas relating to all essential characteristics of the subject matter of the contract are described and regulated: 1) The subject matter of the contract is the supply of high-methane natural gas through the distribution network of Polska Spółka Gazownictwa sp. z o.o. with quality standards defined, in accordance with applicable regulations, together with the transmission service. Deliveries and distribution services provided under a comprehensive agreement will be performed under the terms and conditions set forth in the Pe Act and its implementing regulations, and in accordance with the provisions of the OSD Tariff. 2) The quality parameters of gaseous fuels are governed by the provisions of the Energy Law, implementing acts, in particular the Regulation of the Minister of Energy of March 15, 2018. on detailed rules for shaping and calculating tariffs and settlements in gas fuel trade, as amended by the Ordinance of the Minister of Energy of September 22, 2019 amending the Ordinance on detailed rules for shaping and calculating tariffs and settlements in gas fuel trade (consolidated text Dz.U. of 2021, item. 280), the Regulation of the Minister of Economy of July 02, 2010 on detailed conditions for the operation of the gas system, as amended by the Regulation of the Minister of Climate and Environment of August 6, 2022 amending the Regulation on detailed conditions for the operation of the gas system (OJ 2022, item 1899), and Polish Standards.3) Tariff for distribution services of gaseous fuels.7 The proceeding covered PPGs in which customers are "subject to tariff protection", i.e. customers referred to in Article 62b(1)(2) of the Pe Act and customers who are not covered. In Appendix No. 1a to the SWZ, the Ordering Party indicated in relation to which PPG the provisions of Article 62b apply and according to what percentage.8. The Contractor, based on the Power of Attorney granted, will be obliged to notify on behalf of himself and the Ordering Party of the agreement with the DSO in accordance with the applicable regulations and to represent him before the DSO in the process of changing the seller.9.. the Contracting Authority reserves the possibility of using Article 139 (1) of the PPL Act, i.e. the possibility of first examining and evaluating bids, and then performing a subjective qualification of the contractor whose bid was the highest rated, in terms of lack of grounds for exclusion and fulfillment of the conditions for participation in the proceeding.10Sanction Law - Law of April 13, 2022 on special solutions to prevent support for aggression against Ukraine and to protect national security (Journal of Laws 2023, item 1497).11. The Contracting Authority requires a deposit, for Part 1 of the contract in the amount of PLN 170,000.00. 1 The detailed list of PPG is attached as Appendix No. 1b to the SWZ2. Estimated quantity of natural gas - 32,792,257 kWh3. Quantity of PPG - 1794. Period of supply: from 01.01.2025 to 31.12.2025.5. Number of contracts - as a result of the settlement of the proceedings, 15 contracts will be concluded.6. Quality standards: the Procuring Entity informs that the quality standards for the supply of natural gas relating to all essential features of the subject matter of the contract are described and regulated: 1) The subject matter of the contract is the supply of high-methane natural gas through the distribution network of Polska Spółka Gazownictwa sp. z o.o. with quality standards defined, in accordance with applicable regulations, together with the transmission service.
