Description

National competitive bidding (NCB+) for the project: “Obsolete watchman radar transmitter (Tx) replacement at NAMFI sites Vasilikon & Drapanon” (K-493N) (serial number 2021/5SA06099-00) hereinafter called the project.

It will be implemented in Crete, Greece at the NAMFI sites of Drapanon and Vasilikon.

The authorisation for the project has been granted by the Investment Committee decision referenced into the International Staff document AC/4(PP)D/28271 dated 16 Oct 2021 and decision AC/4-DS(2022)/0004 dated 22 Mar 2022.

The eligible firms shall receive an invitation to bid. The detailed information on the bidding process and the required supporting documents and documentary evidence for the firms’ competence will be provided through the «Cahier des Charges».

The national competitive bidding (ΝCB+) will be carried out according to Law 4412/2016 and under the procedure of NATO AC/4-D/2261-(1996 Edition) and the NATO Security Investment Programme (NSIP) Manual. The contract will be awarded to the lowest compliant bidder according to Greek law compliant to the terms of the ΝCB+ and according the prevailing applicable regulations of Greek legislation for public works contracts ((Art.95.2.b Law 4412/2016).

Firms eligible to participate in the bidding process, in compliance with the provisions of paragraph 5 of NATO AC/4-D/2261 (1996 Edition) and the Greek legislation for public works contracts, are as follows:

Firms from and within the NATO participating countries sharing the cost of the subject project with Greece. This is provided that they are nominated by the national authorities of the countries of origin as eligible to participate in the subject bid, according to paragraph 5 of NATO AC/4-D/2261 (1996 Edition) by submitting a declaration of eligibility, with the clear indication for the required security level to “NATO Restricted" (as referred in ANNEX V of AC/4-D/2261 – 1996 Edition).

The scope of the project is the procurement, design, manufacturing, installation, integration and implementation on a turnkey basis of the new Transmitter (Tx). This will replace the legacy watchman radar transmitter with a new one of solid-state technology, at the sites of Vasilikon and Drapanon, as described in detail in the tender documents.

The delivery of a fully operational and maintainable safety radar at each NAMFI’s watchman sites is expected. The project includes all the required support equipment, full installation, activation, acceptance testing, training of personnel to operate and maintain the system, and all required spares and documentation.

The project budget is estimated up to the amount of 7.892.577,00 euros and it is not going to be divided into different contracts and lots.

The interested firms shall take into account that the anticipated time to complete the contract is 730 calendar days beginning from the date of the contract signing.

The security clearance of the project is NATO Restricted and all NATO and national security regulations shall be applied, mainly the C-M(2002)49.

The bidders will protect the present document as well as all any relevant document and classified information according to NATO and national security regulations.

The bidders’ tenders shall be valid for 13 months dating from the bid closing date.
