Description

The Dynamic Purchasing System will cover Oslo Kommune's (Oslo Municipality’s) needs for heavy vehicles. Heavy vehicles means vehicles over 3.5 tonne. Examples of heavy vehicles that it is relevant to procure under the Dynamic Purchasing System is:• large goods vehicles — lorries between 3.5 tonne and 5.5 tonne which in shape and appearance look like a van;• minibus — has between 10 and 17 seats;• lorry: Between 3.5 tonne to 7.5 tonne and over 7.5 tonne.Heavy vehicles will only be procured based on zero emissions technology, or that run on biogas under the system.
The Dynamic Purchasing System will cover Oslo Kommune's (Oslo Municipality’s) needs for heavy vehicles. Heavy vehicles means vehicles over 3.5 tonne. Examples of heavy vehicles that it is relevant to procure under the Dynamic Purchasing System is:• large goods vehicles — lorries between 3.5 tonne and 5.5 tonne which in shape and appearance look like a van;• minibus — has between 10 and 17 seats;• lorry:— between 3.5 tonne to 7.5 tonne,— over 7.5 tonne.The Dynamic Purchasing System will contribute to the objective of Oslo Municipality's procurements making Oslo a greener city, cf. subgoal 2 in Oslo Municipality's procurement strategy (City Council case 1104/17). Strategic focus No 5 in Oslo Municipality's climate strategy (City Council case 214/19) that all heavy transport in Oslo will be emission free or use sustainable renewable fuel by 2030, also sets guidelines for the dynamic purchasing system.Therefore, heavy vehicles should only be procured based on zero emissions technology, or that run on biogas under the scheme.Zero emission technology means emission free vehicles and includes electric vehicles that run on batteries (hereafter electric vehicles), or vehicles that use hydrogen or another form of zero emission technology. Emission-free energy carriers do not have any form of emission during use, neither CO2 or other gases that affect local air quality (such as particle emissions and suspended particulate matter. Biogas means fuel in the form of gas, also called biomethane or CBG (compressed biogas).In addition to the purchase of heavy vehicles, the need for additional equipment, fittings such as roof and trailer mounts and the like are included in the Dynamic Purchasing System. I addition to vehicles of more standardised models, in some circumstances specially adapted vehicles will also be relevant. There will be a need for both new and used vehicles. Servicing of the vehicle for a given number of years is also included in the system, and in the tender requests service is included, it will be considered as a non-exclusive option.It is anticipated that deliveries under the Dynamic Purchasing System have a total estimated value of approx. NOK 20 million excluding VAT in the duration of the system, cf. point 2.2. This estimate is based on turnover figures for the four last years, and expected future use according to the contracting authority's best judgement. The estimate is only a guide and is without obligation for the contracting authority.The Municipality's businesses that carry out services and assignments that satisfy particular requirements for the individual vehicles, for example such as the fire and rescue services, such businesses will not be obligated to carry out purchases using the system in relation to this type of vehicle.
