Background
The goal of MGUE Increment 2 is to develop, integrate, and produce M-Code capable, GPS receivers for the service requirements specified in the Joint Requirements Oversight Council approved MGUE Inc 2 Capability Development Document (CDD). The MGUE Increment 2 acquisition strategy includes award of up to three development contracts to develop a low size, weight, & power MSI form factor to include a next generation Application Specific Integrated Circuit (ASIC). The ASIC within, however, must be built to meet the needs of not only this form factor but all platforms the contractors may use it in. The ability to meet aviation and precision-guided munition needs through the ASIC is of special interest.
In support of the MGUE Increment 2 acquisition strategy development, a MSI Request for Information was released in June 2017 and the Government held two Industry Days, one on 13 September 2018 and one on 5 Feb 2019. The first Industry Day confirmed that multiple vendors could develop a MSI receiver to meet the draft MSI requirements. At the 2nd Industry Day, the Government provided elements of the solicitation, overall goals, objectives and schedules for industry review and feedback. On 13 November 2018, the Air Force Service Acquisition Executive approved the MGUE Increment 2 acquisition strategy, including the MSI receiver as a Middle Tier Acquisition rapid prototype per the 2016 National Defense Authorization Act Section 804. This approval and solicitation review and feedback from the 2nd Industry Day resulted in the Draft Request for Proposal (DRFP) documents released as part of this announcement
Purpose
The purpose of this announcement is to release a DRFP for industry review and comment. The Government expects feedback on any concern areas. The DRFP and updated technical baseline documents are provided.
Discussion
The MGUE Increment 2 program may award up to three separate cost-plus contracts via full and open competition for the development of the MSI receiver. The program is planning to release the RFP in Fiscal Year 2019 with subsequent contract award in Fiscal Year 2020. Desired completion of receiver development, including successful verification and security testing, is no later than Fiscal Year 2025.
In response to this release, the Government expects companies to provide an indication of bidding or provide a current status on the decision. Response from small and small disadvantage businesses are encouraged. In addition, companies are to provide comments and questions in a Comment Resolution Matrix (CRM) and submit these to the Government no later than 16 Jul 2019. A sample CRM is provided in the Bidder's Library. Any comments or questions that companies consider proprietary require substantiation by the company and need to be marked on the submitted CRM. As a result of the CRMs, the Government may establish individual sessions with those companies stating the intention to bid.
