Introduction: The U.S. Army Corps of Engineers, Japan District (POJ), Okinawa Area Office (OAO) is performing market research for a Design-Bid-Build (DBB) construction improvements at the Sebille Manor Family Housing, located on Kadena Air Force Base, Okinawa Japan.
This announcement is being issued for market research purposes only. The purpose of this announcement is to identify sources interested and capable of performing the construction services associated with this project and to receive feedback from those firms to assist the Government's acquisition planning efforts. This sources sought announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. The Government will not pay for any information provided as a result of this market research effort.
This sources sought announcement is intended for local sources only. Local sources are those companies physically located and authorized to perform construction work in Japan. Firms interested and capable of performing the type of work associated with this announcement are highly encouraged to submit a response (submission requirements are located within this notice).

Project Magnitude: Between $25,000,000 and $100,000,000 (DFARS 236.204)
Project Description: This Fiscal Year (FY) 2018 Military Construction (MILCON) project includes all of Sebille Manor, Kadena Air Base. Project will require construction at fifty buildings in total (comprised of one-hundred Units in total). There are thirteen CT3-64-type buildings and thirty-seven DT4-64-type buildings. There are a total of one-hundred units, which consists of twenty-six "UN CT3-64 JNCO 3BR" type units and seventy-four "UN DT4-64 SNCO 4BR" type units. Site verification has found that 44 out of 74 units (DT4-64 type) lacked exterior storage.
Project will use conventional design and construction methods that are compatible with applicable Department of Defense (DoD) and Air Force Standards. The Contractor will be required to provide all management, tools, design, supplies, equipment, transportation, labor and services necessary to repair approximately 100 military family units. Work will include, but not limited to, the restoration and repair of the building shell and core (landscape, pavement, exterior structure, roof structure, environmental and electrical systems); building unit systems and spaces, exterior structure, interior structure, mechanical systems, electrical system, plumbing system, fire, life and safety, structural improvements, porch, foyer, living room, dining room, kitchen, bedrooms, bathrooms, storage, laundry room, closets, hallways, stairways and space; neighborhood repairs include handicap access and markings on street system/sidewalk, landscaping, roadways, signage and exterior lighting. Facilities will be designed as permanent construction, in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. Construction may include environmental (asbestos/lead) sampling, testing, remediation and all other related work required to provide complete and usable Facilities.
The proposed requirement is to provide modern and efficient housing for military members and their dependents. Housing units must be repaired and restored to meet current life safety codes and to provide a comfortable and appealing living environment-comparable to the civilian community off-base. All units are programmed in accordance with the 2015 Housing Community Profile.
Work includes, but is not limited to, restoration, repair and or replacement of Electrical Systems ("CableTV" (CATV) distribution, electrical distribution, lighting fixtures, receptacles, electrical panels, telecommunication distribution), Mechanical Systems (air handling unit, condenser, duct works and exhaust fans), Plumbing Systems (domestic water distribution, sanitary water collection, plumbing fixtures and water heater), Architectural (ceiling system, interior painting, exterior painting, doors, windows, floor, cabinets, countertops, sinks, kitchen equipment, bathroom accessories, tiles, shelves and handrails), Structural (repair of spalls and building extensions), and Civil (landscape, sidewalk/walkway repair, signage and utility connections).

Estimated Period of Performance: 60 months
Proposed Procurement Method: The OAO anticipates issuing a firm-fixed-priced solicitation in Fiscal Year 2020 to fulfill a requirement for the Department of the Air Force to complete the required construction repairs at Sebille Manor, located on Kadena Air Force Base, Okinawa. Any solicitation pursued will be intended for local sources only. Local sources are those sources physically located and authorized to perform construction work in Japan. Depending upon the results of this market research effort, an Invitation for Bid solicitation may be issued.
System for Award Management (SAM): In order to be eligible for award of Government contracts, contractors shall be registered in the SAM Database.
Local Sources - Bidders Mailing List Applications: Firms which have not submitted Bidders Mailing List Applications to this office are requested to go to the U.S. Army Corps of Engineers, POJ, Contracting Division website (http://www.poj.usace.army.mil/BusinessWithUs/GettingStarted.aspx) to download the Bidders Mailing List Application. Such firms shall be required to complete the aforementioned application and submit documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation. ** This documentation must be submitted prior to, or at the time of, proposal submission to allow POJ to verify your company as a "Local Source."**
