The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.

The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services.

Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to Bell Techlogix for the renewal of the following Microsoft subscriptions: 1,843 365 A3 licenses, 1,843 Office 365 Advanced Threat Protection licenses, 50 Power BI Pro licenses, 100 Project Pro (on-premise) licenses, 100 Visio Pro (on-premise) licenses, 35 Visual Studio Pro with MSDN licenses, 5 Visual Studio Enterprise with MSDN licenses, 1,843 Core Server Platform (for employees) licenses, 1,269 Core Server Platform (for students) licenses, 1,269 Core Client Access (for students) licenses, 1,843 SQL Server Platform (for employees) licenses, 1,843 SQL Server Client Access (for employees) licenses, 1,269 SQL Server Platform (for students) licenses, 1,269 SQL Server Client Access (for students) licenses, and 1 Project Server license.
Sole Source Justification: The time and administrative cost it would take to compete each requirement individually would cost Government more in lost business due to lack of access to the various Microsoft subscriptions. USU is a current Maryland Education Enterprise Consortium (MEEC) member and as such, can procure its Microsoft subscriptions via MEEC's contract number 12477 with Bell Techlogix, which has exclusive licensing agreements through the MEEC vehicle. The renewal of the Microsoft for USU students will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).
In accordance with 5.207(c)(16)(i), all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror could provide the Microsoft subscriptions that will not alter the outcome of ongoing work. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
