Description

The Naval Sea Systems Command (NAVSEA) has a requirement for the Detail Design and Construction (DD&C) of the Medium Landing Ship (LSM). The LSM program is managed by the Amphibious, Assault, and Connectors, Program Office, PMS 317. The Solicitation provides for up to six (6) LSM ships, Technical Data Package (TDP), Life Cycle Engineering & Support (LCES) and Special Studies, Post Delivery Support, Provisioned Items, and Lead Yard Support efforts. 
LSM will provide protected maneuver and mobility of platoon-sized units from shore-to-shore in a contested shore in an operational environment by beaching and disembarking elements of expeditionary forces (personnel, mission equipment, vehicles, and supplies), without aid of small boats/lighters, utilizing bow and/or stern ramp system. 
LSM DD&C SOLICITATION DOCUMENTS 
The LSM DD&C Solicitation contains Controlled Unclassified Information (CUI). Therefore, the LSM DD&C Solicitation and all associated attachments are not publicly releasable on SAM.gov. To be eligible to receive the LSM Solicitation and associated attachments, the prospective Offeror must be a U.S. Shipyard. Potential Vendors with a valid need may also request the LSM Solicitation and associated attachments. 
All Prospective Offerors or Potential Vendors must send an electronic request with your company’s Unique Entity ID from SAM.gov, an e-mail address of whom within your company will receive the Solicitation and associated attachments from DoD safe (https://safe.apps.mil/), and explanation for requesting the LSM Solicitation.  Please note, personal e-mails (i.e. @gmail.com, @yahoo.com, etc.) cannot be used. Electronic request shall be submitted as follows:

Within 3 business days of receipt of the e-mail, the Contracting Officer and/or Contract Specialist will provide, via DoD Safe, the LSM DD&C Solicitation and associated attachments to the potential Offeror. 
TECHNICAL AND PRICE PROPOSALS ARE DUE IN ACCORDANCE WITH THE SOLICITATION SECTION L PARAGRAPH L.1.1
System for Award Management (SAM) is the single point of entry for posting of the synopsis and solicitations to the internet. Prospective Offerors should monitor the SAM page for the notice of release of any applicable amendments to the solicitation. Offerors must be registered in SAM to participate in this procurement at SAM.gov. All responsible sources may submit an offer, proposal, or quotation which shall be considered by the agency.
