Description

At present, the eye clinic does not have a uniform electronic patient file, and the processes carried out in the eye clinic are hardly or not completely supported electronically. The employees of the Clinic for Ophthalmology strive for a promising IT support of the processes, which also has a positive effect on the satisfaction of the patients and employees as well as on the workflows of the clinic. In addition to the medical documentation (findings, prescription), it is necessary to record, receive and forward the measurement data of the ophthalmological measuring devices electronically and in a structured way. In order to enable the most consistent and, above all, uniform clinical documentation possible, this data must be recorded in a structured manner in both the inpatient and outpatient areas and be able to be derived on the basis of the corresponding billing catalogs. at present, the requirements of the eye clinic cannot be fully mapped in the existing digital documentation systems - sub-processes are required on a wide variety of analog and digital media documentation. Therefore, a supplementary eye clinic information system is to be procured which will be highly integrated into the existing IT infrastructure. The product focus of the clinical systems used at the UKK (Orbis and later Meona) will remain in the respective product, and the project will be oriented towards the standard interfaces offered and supported by the manufacturers. A design that requires double documentation in several systems is not considered. It is expected that no binding appointment will have been defined by the time the Eye Clinic Information System (AIS) is announced, and that the digital patient curve (Meona) will be introduced in the Eye Clinic. Details of the service offered can be found in the service description in Appendix 1 to these participation and award documents. In the course of the bidding phase, the awarding authority will provide the companies invited to submit a bid with further forms (invitation to submit a bid, letter of offer together with any attachments, etc.), further details on the scope of services as well as the Special Terms and Conditions (EVB-IT system contract customary in the market). The client therefore expressly reserves the right to specify and deepen the tender documents in the course of the tender procedure. The details of the tendered service can be found in the service description in Annex 1 to these participation and award documents. With regard to the scope of the tender documents provided, the awarding authority points out with reference to the decision of the Higher Regional Court Düsseldorf (OLG Düsseldorf, decision of 17.10.2018 - Verg 26/18) that the contracting authority initially only provides the tender documents which are necessary to record the procurement object and the scope of services and which enable the applicant to decide whether to participate in the tender procedure.
