Description

The subject of the contract is a technology partnership for the procurement of measurement technology for a diagnostics center, in particular with the areas of laboratory medicine, microbiology, transfusion medicine and pathology, as well as three 24/7 presence laboratories, including new IT structures for the laboratory and pathology. The contract is to be awarded to a general contractor so that, taking into account the holistic approach of the diagnostics center to be developed, the individual services are provided "as if from a single source" and are coordinated with one another, so that interface and compatibility problems that might otherwise be assumed are avoided. The contracting authority in the present procedure is Städtisches Klinikum Braunschweig gGmbH (SKBS) or a new limited liability company (GmbH) to be founded by Städtisches Klinikum Braunschweig and optionally Klinikum der Stadt Wolfsburg (KWOB), which is currently being coordinated.The contract will be awarded by means of a competitive dialog with a preceding call for tenders.
With 1,499 beds and around 4,780 employees, the SKBS is one of the largest hospitals in Lower Saxony. As a maximum-care facility and academic teaching hospital of the Hanover Medical School, it provides comprehensive medical care for approximately 1.2 million inhabitants in the Braunschweig region. The Braunschweig Clinic currently has three sites (Salzdahlumerstrasse, Celler Strasse, Holwedestrasse). Each year, more than 65,000 inpatients and around 200,000 outpatients are treated and cared for at the three sites. As part of the two-site concept, the SKBS is pushing ahead with medical center education to ensure the quality and efficiency of medical and nursing care in the long term. The planned diagnostic center will become a future model for the economic, innovative organization of a laboratory. The SKBS aims to combine the diagnostic areas of clinical chemistry (laboratory), transfusion medicine and pathology under a common IT structure in order to exploit synergies. With the establishment of the Diagnostics Center, the hospital is focusing on its medical expertise and diagnostic skills. The aim of the Diagnostics Center is to create a future-proof and innovative workplace for its employees through partial automation and the use of artificial intelligence, enabling forward-looking laboratory diagnostics. A contractually regulated technology partnership is envisaged as the basis for the cooperation. The aim is to provide high-quality, cost-effective medical care for the patients of the SKBS and the patients of the region. In addition to guaranteeing equipment quality and availability, consulting services are also desired to optimize the structures and processes of medical operations on the basis of the medical technology involved. Forward-looking IT solutions are required for the diagnostics center, which, among other things, enable a common order entry for all departments, structure internal and external sender information, include a common sender management, enable online findings management, provide performance statistics with data warehouse functions and data for integrated service billing. With the help of a detailed medical concept, developed in cooperation with the responsible physicians and focusing on the patient, the foundation can be laid for a customized technical solution that enables innovative diagnostics. The diagnostic center will include the following diagnostic subjects: Laboratory Medicine including Microbiology and Molecular Diagnostics, Transfusion Medicine, Pathology, Molecular Pathology (PCR, NGS), Human Genetics. The Diagnostic Center will provide all diagnostic care for the hospital, the in-house medical care centers (MVZ), and external senders. The Diagnostics Center project is aimed at providing high-quality laboratory medicine as a service provider for outpatient medical practices and inpatient care providers, also beyond the SKBS. The aim is to establish a new GmbH with Klinikum Wolfsburg. In the SKBS and KWOB, smaller 24/7 presence laboratories will continue to exist at the clinic locations for emergency care in order to ensure the immediate laboratory medical care of patients. As soon as the IT-technical networking of the diagnostic compartments has taken place and all data is available in a structured and patient-centered way, an AI-supported preliminary diagnosis will improve the clinical output and will be made available for tumor conferences, for example. Another important long-term goal is to work as paperless as possible and to digitize the most important processes (especially the introduction of digital pathology and digital, automated inventory management for reagents and consumables).
