The clinics of the AKH Group (locations AKH Celle and Klinikum Peine) and the Heidekreis-Klinikum (locations Soltau and Walsrode) are planning the new conception of their laboratory organisation for patient care at the locations Celle, Peine, Soltau and Walsrode. This concerns here and also in the following, if not explicitly stated, the fields of clinical chemistry, immunonology, immunohaematology, coagulation, virology, patient-related hygiene and microbiology. The AKH Celle, the Klinikum Peine and the Heidekreis-Klinikum with its two locations are each treated as independent lots in the negotiation procedure. The AKH Group is currently supplied with laboratory equipment by an external partner within the premises of the AKH Group and affiliated external specialist laboratories of the partner. There is still a certain amount of shipping to specialist laboratories. Although this model is to be retained in principle within the framework of the new concept, the AKH group would like to analyse and evaluate possible sensible alternative solutions within the framework of a negotiation procedure in comparison to the status quo of the laboratory organisation. For the care of patients, the place of performance is of secondary importance, as long as all required turnaround times are adhered to. The current laboratory care of the Heidekreis-Klinikum in Soltau and Walsrode is currently provided by the company itself. There is currently a presence laboratory at the site in Walsrode and the site in Soltau is supplied with laboratory technology via an extensive POCT landscape. Within the framework of the procedure, the Heidekreis-Klinikum initially assumes that it will also have to re-establish a presence laboratory in Soltau due to the relocation of operative departments from Walsrode to Soltau.The future cooperation partner(s) are to operate the laboratory organisation of the AKH Group and the Heidekreis-Klinikum on their own responsibility and thus guarantee the daily care of all performance parameters necessary for patient care. Against the background of the quality requirements in the medical field, the current market developments in the field of German laboratory medicine and the overall economic feasibility study, the continuation of an external cooperation is currently desired, whereby the type is open to results. With regard to the scope of the tender documents provided, the awarding authority points out with reference to the decision of the Higher Regional Court Düsseldorf (OLG Düsseldorf, decision of 17.10.2018 - Verg 26/18) that the contracting authority initially only provides the tender documents which are necessary to record the procurement object and the scope of services and which enable the applicant to decide whether to participate in the tender procedure.
