This is a solicitation for a non-commercial supply procurement. Supervisor of Shipbuilding, Groton intends to award a firm fixed price (FFP) purchase order, for the procurement of QTY. One (1) 8010 Compliant Damage Control Conex Box with Delivery made to the Naval Submarine Base, New London, located in Groton, Connecticut on or before 07 August 2024.
Solicitation Number: N62789-24-Q-0005 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC-2024-03, with an effective date of 23 February 2024. 
This procurement is a 100% small business set aside. NAICS CODE: 332311 Size Standard: 750. 
CLIN 0001: Manufacture QTY. One (1) 8010 Compliant Submarine Rapid Response Damage Control Conex Box, in accordance with the below requirements. The reference/plans are attached to this solicitation as separate documents.
2. REFERENCE/PLANS:
2.1 Enclosure (1), Electrical Distribution Diagram
2.2 Enclosure (2), Existing Layout Pictures
2.3 Enclosure (3), DC Conex Box
2.4 S0570-AC-CCM-010/8010, Industrial Ship Safety Manual for Fire Prevention and Response
3. REQUIREMENTS:
3.1 The Contractor shall provide ONE (1) new condition 20 foot x 8 foot ISO Shipping Container (CONEX Box), manufactured to be 8010 compliant, in accordance with references 2.1 through 2.4, and the following requirements:              
      3.1.1 The Contractor shall install insulation on the walls and roof of the conex box.
      3.1.2 The Contractor shall line walls and ceiling of the conex box with three-quarter inch (3/4)” white face Melamine.
      3.1.3 Power input shall be a 480VAC, 30A, 3-pin Leviton P/N 330B7WLEV connector.
      3.1.4 Power Outlet to other (existing) boxes shall be a 120/240VAC, 60A 4 pin Leviton P/N 460R12WLEV connector.
      3.1.5 The contractor shall develop and provide an electrical drawing/schematic for the 8010 DC Conex Box.
      3.1.6 All measurements have an allowable tolerance of plus or minus 1 ½ inches.
      3.1.7 The air conditioning unit shall be able to slide into the unit for transport and slide out of the unit and be able to drain while in operation.
      3.1.8 The power strip along the workbench shall have 12 outlets.
      3.1.9 The power strips along the shelves (Qty 4) shall have 8 outlets.
      3.1.10 The Conex Box shall have forklift slots on both sides.
      3.1.11 The Contractor shall paint exterior of the conex box victory red. Color code number: 9B1922 (or equivalent).
      3.1.12 The Contractor shall label the conex box with the weight of the conex box in the as built configuration.
CLIN 0002: Shipping.
Contractor shall Deliver/Ship to (FOB Destination) one (1) ISO Container conex box. Delivery must be accomplished between Monday - Friday between 0700 and 1330 EST.

The Government will evaluate the total offers for award purposes by adding the total price for all line items. Evaluation of all line items will not obligate the Government to award all line items. The Government intends to evaluate the quotes and award a contract without discuss ion offerors. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
Quotations are due prior to 5:00 p.m. EST, 22 APRIL 2024. Late submissions will not be accepted.

The Government reserves the right to award one line item, all line items or any combination thereof. If multiple line items are awarded, costs/prices for each line item will be totaled and the award amount will be based on that total. 
The Award will be made to the responsible offeror, whose offer, conforming to the solicitation, is determined to be the best overall value; price and other factors considered. In determining the best overall response, the combined non-cost/price factors are more important than the cost/price factor; however, cost/price remains a significant factor. The Government may select for award the offeror whose price is not necessarily the lowest, but whose technical proposal is more advantageous to the Government and warrants the additional cost. Offerors must satisfy the requirements described in the performance criteria (see also attached specification and corresponding references), as well as other RFQ requirements. Offers that take exception to any performance criteria are unacceptable.
