Press Communique Ministry of Energy and Public Utilities Invitation for Bids (IFB) (Authorised under Section 16 of the Public Procurement Act 2006)   Maintenance Works on Dams and Feeder Canals (Lot B) Procurement Ref. No: MEPU/E/OAB/08/24-25   1.  The Ministry of Energy and Public Utilities is inviting eligible local contractors to submit their bid through the Government eProcurement System for the Maintenance Works on Dams and Feeder Canals (Lot B). Priority of consideration for award shall be given to small enterprises with an average annual turnover not exceeding Rs 30 million.   2. Request for Bidding Documents may be downloaded from the eProcurement System https://eproc.publicprocurement.govmu.org. Reference Number on the system: PUBLICUTILITIES/IFB/2024/334   3.  Bids must be submitted online on the eProcurement System at latest as per Key Activity Schedule.   4.  Bidders who have submitted proposals online by the closing date and time shall decrypt and re-encrypt their proposals latestas per Key Activity Schedule.   5.   Bids received will be opened online latest as per Key Activity Schedule.   6.  A pre-bid meeting is scheduled on Tuesday, 22 October 2024 at 09.30 hours at the main entrance (security post) Bagatelle Dam followed by a site visit at the Bagatelle Dam, salient locations along Trianon Grosse Roches Feeder and  La Fenetre Feeder Canals, La Ferme Reservoir and Mare Longue Reservoir.       The site visits will continue on Wednesday, 23 October 2024. The meeting point is the main entrance (security post) Mare aux Vacoas at 09.30 hours on Wednesday, 23 October 2024 and visits will follow to Mare aux Vacoas Reservoir, Arnaud Dam, salient locations of Tatamaka, Pradier and Parc aux Cerfs Feeder Canals.      Bidders shall make their own arrangements for transport for the site visits preferably by a 4x4 vehicle.    7.  Clarifications may be requested not later than 14 days before the bid submission date.  The employer will reply to all queries online not later than seven (7) days prior to the bid submission date.   8. For the purpose of submitting proposals online on e-Procurement System, it is mandatory for bidders to use a Digital Signature Certificate (DSC) for the e-Procurement class which can be procured through the Mauritius Post by applying online on the website   https://www.mausign.govmu.org.   9.  Bidders are advised to procure their DSC well before preparing the applications as it may take up to four days to obtain the DSC.   10.       Bidders requiring support to prepare and submit their proposals online are requested to contact the Help Desk of the Procurement Policy Office on eprocdesk@govmu.org.   11.
