This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Contracting Office to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS codes #336611, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for maintenace services. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov).

ection C - Description and Specifications

STATEMENT OF WORK
The Contractor shall provide all labor, materials and equipment required to overhaul the starboard reduction gear and perform maintenance on the main propulsion engines aboard the USACE vessel HAYWARD.

The contractor shall be an authorized and\or certified repair facility for Falk marine gears and EMD marine engines. All overhaul services shall be performed by a certified technician.
All reduction gear parts shall be new Falk Genuine or OEM approved alternative parts. All EMD parts shall be new or remanufactured EMD engine parts.
C001 GENERAL REQUIREMENTS
All work shall be performed in accordance with OSHA requirements (29 CFR 1926) as well as all requirements under the U.S. Army Corps of Engineers Safety and Health Requirements
Manual (EM 385-1-1) which is available for download at

C025 VESSEL & WORK LOCATION
The reduction gear overhauls and engine maintenance shall be performed onboard the HAYWARD at the Corps facility located in Jersey City, New Jersey. The address of the facility is

All onsite work shall be performed during regular business hours on Monday through Friday from 0700 hrs to 1530 hrs, Eastern Standard Time.

C050 BIDDER'S INSPECTION
All potential qualified vendors may request an inspection of the vessel. All requests shall be coordinated with US Army Corps of Engineers, New York District Caven Point Office - William Lyness - (201) 309-2360. All requests for inspection shall be no later than 10 days after the original posted date of the solicitation.
See Section J for list of reference drawings.

C075 CONTRACT DURATION
The contract duration is twenty-five (25) calendar days after issuance of Notice to Proceed for the contract.

C600 MARINE PROPULSION BACKGROUND INFORMATION
The HAYWARD starboard reduction gear information is as follows:

C602 PROPULSION ENGINE DETAILS
The Contractor shall perform the tasks listed below for both propulsion engines:
• Remove and Replace with factory refurbished Woodward Governors on both the Port and Starboard main propulsion engines.
o The Woodward Governors are:
 Type: P.G.A.
 Model #: A8552-975
 Serial #s: 1141308 and 1141309
 Governor Driveshaft Speed: 382-986 RPM
 Control Air Pressure: 30-70 psi
• Replace 16 Cylinder Blow Down Valves.
o The contractor shall as directed by the Chief Engineer, remove and replace 16 cylinder blow down valves with new valves and seals.

C605 STARBOARD REDUCTION GEAR DETAILS
The Contractor shall perform all of the tasks listed below for starboard reduction gear:

- Disassemble the starboard reduction gear and remove high speed elements.
- Inspect low speed gears for visual defects. (Do not remove.)
a. Provide a condition report to the Government of any repairs required to the low speed gears.
- Disassemble high speed gears and measure shafts, bores and seal areas.
a. Replace the high speed pinion
b. Replace the high speed reversion pinion.
- Replace eight (8) shaft bearings
- Assemble gear cases and measure bores to manufacturer's specifications.
- Setup to overbore and sleeve two (2) bearing bores in order to restore the bores to standard bearing size.
- Remove oil pump and inspect.
a. Provide a condition report to the Government of any repairs required to the oil pump.
- Clean gear case parting lines, flanges, etc.
- Replace the rotary seal.
- Assemble high speed gears with new bearings and seals. (Rotating and split labyrinth seals to be cleaned, inspected and installed as original.)
- Assemble high speed gear assemblies in gear housing and record end-plays and tooth contact.
- Assemble oil pump as original and record back lash.
- Replace the cast iron clutch drums with new steel drums.
- Assemble with new clutches
- Install a new set of coolant hoses
- Install new oil, fuel and air filters

The Contractor shall scrap all existing materials that are permanently removed from the starboard reduction gear.
The following parts shall be furnished and installed:

- One (1) High Speed Reversing Pinion

The contractor shall be responsible for removing and installing all equipment and parts that must be removed to complete the reduction gear overhaul. The contractor shall be responsible for replacing or repairing any damaged equipment or parts that are removed and installed during the overhaul.
The contractor is responsible for disposing of all fluids removed from the reduction gear.
The contractor shall provide all rigging equipment to remove and install equipment and parts into the engine room from the Main Deck.
The Government will provide a forklift and a crane with operator to assist with onsite work as needed. Note - The Government will not provide crane support for the purpose of lifting personnel.
C800 TEST & TRIALS
The Contractor shall perform testing and sea trials on the main propulsion engines and starboard reduction gear in accordance with the manufacturer's requirements.
The operation of the vessel during testing and sea trials will be performed by the Government.
