Description

The subject of the contract is the purchase of technical support for SI Emeryt system together with migration works for Zakład Emerytalno-Rentowy MSWiA, in accordance with the Description of the subject of the contract (OPZ), constituting Attachment No. 1 to SIWZ.2.Under the subject matter of the contract referred to in item 1, the following services are included: 2.1. maintaining SI Emeryt in operational efficiency, including the elimination of errors and failures in the system operation,2.2. ensuring compliance of SI Emeryt with the current legal status in the area of pension issues, adaptation of SI Emeryt to the generally applicable legal regulations specifying all obligations of the pension authority,2.3. modifying SI Emeryt in accordance with the needs of the Employer,2.4. virtualisation and migration of SI Emeryt to the Oracle 12c.3 platform.The specification of IT hardware, software and licenses owned by the Employer for the needs of SI Pension are specified in Appendix No. 2 to OPZ.4.SI Pension is an IT system supporting proceedings concerning retirement provision of officers subject to the provisions of the Act of 18 February 1994 on retirement provision of police officers, Internal Security Agency, Foreign Intelligence Agency, Military Counterintelligence Service, Military Intelligence Service, Central Anti-Corruption Bureau, Border Guard, State Protection Service, State Fire Service, Customs and Tax Service and Prison Service and their families (Journal of Laws of 2019, item 288). Currently, SI EMERIT is based on a technological stack, the components of which are described in Attachment No. 2 to OPZ.5. In the period from 5 August 2016 to the date of instituting the proceedings, the Contracting Authority made 19 modifications to SI Emeritus, and by the end of the currently binding agreement, 6 modifications resulting from changes in legal regulations are planned to be made. The list of modifications is included in Appendix No. 2 to the ToR.6. The scope and rules of performance of the subject matter of the contract, including the requirements and conditions for performance of the contract are also specified in the Model Agreement constituting Appendix No. 3 to the ToR.7.The Contracting Authority requires that during the performance of the subject matter of the contract, the Economic Operator or Subcontractor shall employ persons performing activities related to the acceptance of notifications of errors and failures in the operation of SI Emeryt, on the basis of an employment contract within the meaning of the Labour Code Act of 26.6.1974 (Journal of Laws of 2018, item 917, as amended) and shall document this fact by submitting documents described in detail in the Specimen Contract, constituting Attachment No. 3 to the ToS.8.The Contractor undertakes to provide the Ordering Party with the services being the subject of the order referred to in points 2.1.-2.3. for a period of 36 months starting from the date of concluding the agreement, but not earlier than 5.8.2019.9. The service of virtualization and migration of SI Pension to Oracle 12c platform will be provided in accordance with the framework schedule and scope of activities specified in Appendix 1 to the OPZ.
