Obtaining tender documents and addenda
This call for tenders document is for the award of an information technology services contract.
According to the principles conveyed by the Act respecting public bodies contracts and its regulations, call for tenders documents and, where applicable, any addenda amending them can only be obtained through the Electronic Tendering System (Ref. Act respecting public bodies contracts and its regulations "RCA a.4, 5.1 and a. 9.1".
The documents for this call for tenders include two separate and complementary documents, namely the "General Administrative Clauses Booklet (GCC)" and the "Business Consultation Booklet (CCDE)", as well as the dynamic annexes.
The sections constituting each of the two specifications form an integral part of the call for tenders, as if they were produced in their entirety in a single document. The same applies to dynamic annexes.
It should be noted that the CCLS is a fixed and mandatory normative document.
Finally, we remind you that it is the bidder's responsibility to ensure that it has a copy of the correct version of each notebook, and if applicable, any other documents or addenda related to this call for tenders, at the time of bid preparation.
Context setting
The Régie de l'assurance maladie du Québec, hereinafter referred to as the Régie, a legally constituted legal person with its head office at 1125, Grande Allée Ouest, Québec City, Québec, Québec, G1S 1E7, hereby invites tenders from service providers for the following project: Maintenance and evolution of technological infrastructures.
For each component, the Régie is looking for an information technology service provider to carry out maintenance and development work on technological infrastructures for the operation and operation of infrastructures (SEOI).
The call for tenders is divided into two (2) parts:
Part A - Windows environment;
Component B - Coordination and specialized infrastructure.
The service provider may submit a proposal for each component. However, a service provider wishing to submit a proposal for both components will have to submit two separate submissions, one for each component. Consequently, for the purposes of awarding contracts, components A and B may be awarded to the same service provider or to two different service providers. In doing so, one contract will be awarded per component.
The professional services contract to be entered into for each of the components will be for a period of thirty-six (36) months beginning on August 26, 2019 and ending on August 25, 2022.
For each of the components, the Régie wishes to enter into a contract on request for the execution of the various requests for intervention entrusted to it according to the needs of the Régie throughout the duration of the contract.
For pane A - Windows environment, there are two staves:
- Scope 1 (Per diem) - Strategic Resources :
This scope consists of providing services of three (3) strategic resources starting August 26, 2019, for a fixed period of 12 months with the possibility of renewing them for two additional and successive periods of twelve (12) months each.
- Scope 2 (Per diem) - Additional Resources :
This scope consists in carrying out work on demand in the field of the Windows environment
For component B- Coordination and specialized infrastructure, there are two scopes:
- Scope 1 (Per diem) - Strategic Resources :
This scope consists of providing services for one (1) strategic resource starting August 26, 2019, for a fixed period of 12 months.
- Scope 2 (Per diem) - Additional Resources :
This scope consists in carrying out work on request in the field of coordination and specialized infrastructures.
The service provider must demonstrate in its bid that it has all the specialized professional skills and expertise required and necessary to carry out such a project.
The successful service provider will be the one whose compliant and eligible bid has obtained the lowest adjusted price in accordance with the manner described in Articles 4.10 "Eligibility Requirements" and 4.11 "Compliance Requirements", based on the needs and requirements expressed in the tender documents.
The Régie does not undertake to accept any of the offers received, particularly when it deems that the prices are too high or disproportionate or do not reflect a fair price.

The Régie's response will be communicated in writing, via SÉAO, to all service providers who have obtained the tender documents directly from SÉAO. These questions and answers will be an integral part of the tender documents.
