CONTRACT IDENTIFICATION Contract number: 44537325 Contract title: Lot PL101a - Pre-purchase of underground fuel storage tanks Hôtel-Dieu de Lévis - Endoscopic and operating rooms and logistics services Expansion and redevelopment Building address: 143, rue Wolfe, Lévis (Québec) G6V 3Z1 Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for the above-mentioned contract. All bidders must comply with the requirements contained in the contract documents. These documents can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling 514 856-6600 for residents of the Montreal area and toll-free 1 866 669-7326 for residents outside the Montreal area. Caution: Please note that only the documents required by the Company under the terms of this call for tenders must be submitted with the bid, in order to avoid any situation that would result in the bid being restrictive or conditional IMPORTANT NOTICES New The Company has removed the following forms from its contract documents: Attestation relative à la probité du soumissionnaire; Déclaration concernant les activités de lobbyisme. The content of these forms has been integrated into the Instructions to Tenderers, and declarations are now made by signing the Tender Form. Additional signature spaces have been added to the Tender Form to allow each member of a non-legally organized group to sign when the latter has not identified a member, by proxy, to sign as the group's representative. Recommendation to submit bids electronically The Company has undertaken initiatives for its digital transformation and, consequently, strongly recommends that bidders submit their bids electronically via the SEAO. Revenu Québec certification It is strongly suggested that bidders apply for Revenu Québec certification as soon as possible, in accordance with the requirements of the contract documents, to ensure that this requirement is met before the deadline date and time indicated in the Instructions to Bidders and/or in the Complementary Instructions. Non-participation in the call for tenders Any person or company having obtained the contract documents and who does not submit a bid undertakes to complete the "Non-participation Questionnaire" form included in the contract documents and send it to the Company at the following e-mail address: infosoumission2@sqi.gouv.qc.ca. PROBABLE DELIVERY PERIOD The probable delivery period is between June 1 and June 30, 2025. TENDER GUARANTEE Tenders must be accompanied by a tender guarantee equal to 10% of the amount of the tender. When the bid is submitted on paper, this bid security must be in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft, and must comply with the conditions set out in the "Bid Security" section of the Instructions to Tenderers. When the bid is submitted electronically, this bid security must be in the form of a bond or irrevocable letter of guarantee and comply with the conditions set out in the "Bid Security" section of the Instructions to Tenderers. No other form of guarantee is accepted with this method of transmission. CONDITION Only bids submitted by bidders who meet the following condition in particular will be considered: they must have a place of business where they carry on their activities on a permanent basis, clearly identified in their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement. RECEIPT AND OPENING OF BIDS Receipt of bids: a. Paper bids: Paper bids must be received at the Company's bid reception counter located at 1075, rue de l'Amérique-Française, first floor, Québec (Québec) G1R 5P8, no later than the date and time indicated in the Additional Instructions. b. Electronic Submissions: Electronic submissions must be received via the AETS at www.seao.ca, by the closing date and time indicated in the Additional Instructions. For technical questions regarding the electronic submission of bids, please contact OAIS Customer Service at 1-866-669-7326. Bid opening : The public opening of bids will take place on the date and at the time indicated for the receipt of bids. The only opportunity for anyone to attend this opening is to view it live on the Internet at the address indicated for this purpose in the Additional Instructions. No subsequent viewing, recording or broadcasting of the video recording of the opening is possible. TRANSMISSION OF COMPLAINTS All complaints made to the Company pursuant to section 21.0.4 of the Act respecting contracting by public bodies (RLRQ, chapter C-65.1) must be received at plainte@sqi.gouv.qc.ca, no later than the deadline for receipt of such complaints as indicated in the Additional Instructions. INQUIRIES Bidders wishing to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address indicated below, taking care to mention the contract number. If such a request for clarification is received two working days or less before the closing date and time for receipt of bids, the Company reserves the right not to consider it.
