The Société québécoise des infrastructures (hereinafter the "Société") is issuing a public call for tenders for construction work for the contract mentioned in the title.
All bidders must comply with the requirements contained in the contract documents. These can only be obtained through the electronic tendering system (SEAO) at www.seao.ca or by calling 514 856-6600 for residents of the Montréal area and toll-free 1-866-669-7326 for residents outside the Montréal area.




Electronic submissions are permitted and recommended.

IMPORTANT NOTICES
Pilot Project to Facilitate Payments in the Construction Industry
The President of the Treasury Board has authorized the implementation of a pilot project to test various measures designed to facilitate payment to companies involved in public construction contracts and public sub-contracts directly or indirectly related to them and to define applicable standards in this area.
The pilot project is essentially designed to test two main elements, namely a mandatory payment schedule and a dispute resolution method with the use of an expert intervener. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert intervener for any dispute covered by the pilot project.
The contract covered by this call for tenders is subject to the pilot project to facilitate payment to companies involved in public construction contracts and related public subcontracts (Ministerial Order No. 2018-01). Thus, the contract covered by this call for tenders and the related subcontracts are subject to the terms and conditions established by this pilot project.
Recommendation to submit bids electronically
In order to protect the health of the personnel in its organization, the Company is putting in place preventive measures to combat the VIDOC-19 pandemic. Consequently, the Corporation strongly recommends that bidders submit their bids electronically through the electronic bidding system.
Authorization to enter into a contract / certificate from Revenu Québec
It is strongly suggested that bidders apply as soon as possible, according to the requirements of the contract documents, for certification from Revenu Québec and, where applicable, for authorization to contract from the Autorité des marchés publics, to ensure that these requirements are completed before the deadline for receipt of bids.
Non-participation in the call for tenders
Any person or company that has obtained the contractual documents and that does not submit a bid agrees to complete the "Non-participation Questionnaire" form included in the contractual documents and to send it to the Company at the following e-mail address: infosoumission9@sqi.gouv.qc.ca.
Subcontractor Bids
All subcontractors subject to the Bureau des soumissions déposées du Québec (BSDQ) must, when filing their electronic tenders with the BSDQ, indicate the Corporation as "Recipient" using the "Tenderer" menu of the electronic tendering system (TES).




CONSTRUCTION PERIOD
The work required under this call for tenders must be fully completed within 35 weeks (including statutory holidays, construction vacations and time required for procurement of materials/equipment) from the date of authorization to commence work. The probable date of commencement of work is between June 28, 2021 and July 30, 2021.




TENDER GUARANTEE
The bid must be accompanied by a bid security equal to 10% of the bid amount.
►Lorsque the tender is transmitted on paper, this tender security must be presented in the form of a bond, an irrevocable letter of guarantee, a certified cheque, money order or draft and must comply with the conditions mentioned in the "Tender Security" section of the Instructions to Tenderers .
►Lorsque If the bid is submitted electronically, this bid security must be in the form of a bond or irrevocable letter of guarantee and must comply with the conditions set out in the "Bid Security" section of the Instructions to Tenderers. No other form of security is accepted with this method of transmission.




CONDITIONS
Only bids submitted by tenderers who meet the following conditions, among others, will be considered:
1- have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where it carries out its activities on a permanent basis, clearly identified in its name and accessible during normal business hours;
2- have the required qualifications and hold the licences required under the Building Act (RLRQ, chapter B-1.1).

RECEIPT AND OPENING OF TENDERS

Bids submitted on paper :

Bids submitted in paper format must be received at the Corporation's bid reception counter located at 1075, rue de l'Amérique-Française, ground floor, Québec City, Québec G1R 5P8 , no later than the date and time indicated in the Additional Instructions.

Bids submitted electronically must be received through the OSAP at www.seao.ca by the closing date and time indicated in the Additional Instructions.

Bid Opening :
Bids will be opened on the date and time specified for receipt of bids. The only opportunity for anyone to attend the Bid Opening is to view the Bid Opening live on the Internet at the address indicated in the Additional Instructions. No physical presence at the opening is now permitted and no subsequent viewing, recording or broadcasting of the video recording of the opening is possible. This new rule is introduced as an additional measure to combat the spread of VIDOC-19.




COMPLAINT TRANSMISSION
The deadline for receipt of complaints made to the Corporation under section 21.0.4 of the Act respecting contracts with public bodies (RLRQ, chapter C-65.1) is indicated in the Complementary Instructions .

Bidders who wish to receive further information concerning the call for tenders must communicate in writing to the e-mail address indicated below, indicating the contract number, no later than three working days before the deadline for receipt of bids . If such a request for clarification is received two business days or less prior to the bid closing date and time, the Corporation reserves the right not to consider it.
