Description

The subject of the contract are three locomotives modernized on the basis of the SM42 locomotive (currently not manufactured), which after the modernization and necessary tests and trials were performed were not operated. The locomotives shall be thoroughly rebuilt taking into account the technical parameters and requirements of the Contracting Authority specified in this specification. Due to the need to maintain comparability of offers in technical and economic terms, it should be emphasized that the subject of the tender are not brand new locomotives, nor are old/used locomotives the subject of the tender. The Bidder should take into account that the locomotives which are the subject of the contract should meet, among others, the following conditions:- Locomotive modernization batch will be provided by the Supplier as part of the flat-rate offer presented in this tender. All elements included in the load for modernization of a locomotive will be checked and brought to parameters appropriate for modernization of a locomotive no worse than parameters appropriate for repair of level P5 of a SM42 locomotive, unless higher parameters result from the DSU for the offered locomotive, - A locomotive should be allowed to run a single-person locomotive on the railway infrastructure of PKP PLK, - Basic construction of a locomotive: four-axle, single-cab locomotive with one internal combustion engine and AC/DC gearbox - Bo' Bo' Bo' axle system. Type of trolley 1 LN. We do not allow solutions with two power generators to drive a locomotive, - A locomotive should be equipped with one driver's cab to enable equivalent driving in both directions. The Bidder should make an additional valuation of remote, radio remote control system for locomotive control in bidirectional communication (in accordance with applicable regulations on railway traffic and signalling) and present it in Appendix No. 3 to the Agreement indicating the range of operation of this system and confirm whether this system ensures the possibility of performing a brake test on the train by one person having driver's and auditor's qualifications (an option to be chosen by the Ordering Party). The Ordering Party shall make a decision on the possible installation of the aforementioned system within 14 days of the conclusion of the delivery contract. The manipulator from which the locomotive can be controlled should have a system to stop the locomotive in the event of the remote control overturning, - The locomotive body will be equipped with inspection platforms on both sides. Locomotives shall be equipped with an external 3 x 400V AC power supply system to charge the batteries and heat up the cooling fluid of the diesel engine when parked in cold conditions. Requirements for the construction of locomotives: - Intended for shunting and towing on rails 1435 mm wide,- Width of locomotives - max. 3150 mm, height max. 4540,- Maximum permissible load on rails - up to 20 tons per axle,- Bogie chassis.
