Description
Verkehrsgesellschaft Frankfurt am Main mbH is planning to use new vehicles in the light rail network. The capacity of the existing traction power supply systems is partly insufficient with regard to future operating conditions. In addition, the nominal overhead contact line voltage is to be raised to 750 V DC in the future. Various upgrading measures are necessary for this, including in the area of the A line in the Borsigallee rectifier plant.The services include:- Dismantling and disposal of transformers- Supply of new transformers- Installation and commissioning of new plant components
1.1 Services to be performed The services specified in the bill of quantities comprise: - Renewal of the railroad transformers 1.2 Preliminary work performed A condition assessment shall be performed by the Contractor prior to commencement and again after completion of the construction work with the involvement of the VGF construction supervision and shall be documented with photos and required descriptions. The documentation shall be handed over to the VGF accordingly before the start and after completion of the construction work. 1.3 Services performed The investigation of the static conditions at the installation areas of the new transformers has already been carried out. Excerpt from the construction description enclosed with the tender documents:2.1 Location of the construction site The rectifier plant is located at Borsigallee 8 in 60388 Frankfurt am Main. 2.2 Existing Public Traffic Routes All used paths and roads inside and outside the construction site area are to be kept clear and in perfect, traffic-safe condition at all times during the entire construction period. All roads and sidewalks shall be kept clean and in a sanitary condition at all times. Protective measures shall be taken for driving over finished surfaces such as sidewalk slabs, curb stones and the like. 2.3 Accesses, Driveways The GW is located on a separate, enclosed property with contact to the public area. The property owner is NRM, and all construction site details are to be coordinated with NRM. 2.4 Connection options to supply and disposal lines No connections to supply or disposal media will be provided by the Client. It is the Contractor's responsibility to procure connections to media such as electricity, water, waste water, etc. 2.5 Storage and workplaces The Contractor shall not be provided by the Client with storage areas for the temporary storage of materials. Construction materials may be stored, but at the Contractor's own risk, only directly on the immediate construction site. Deliveries of building materials are to be arranged for direct installation. The Contractor shall be responsible for renting space. A toilet facility shall be available to the Contractor in the rectifier plant. Recreation rooms shall not be provided by the CL. 2.9.1 Noise protection, vibration protection, environmental compatibility The requirements for immission protection of residents in residential areas shall be observed and complied with. Low-noise equipment shall be used. Noise-intensive work shall be carried out during the construction period outside the nighttime quiet hours. If necessary, the Contractor shall obtain appropriate special permits. 2.10.1 Existing installations on the construction site The measure will be implemented in the Borsigallee area. DC switchgear and cable routes with hazardous potentials are present in the direct vicinity. It is imperative that the instructions of the plant operator NRM be followed. 3 Information on execution Traffic routing, traffic control The Traffic Control Office of the City of Frankfurt am Main is responsible for ordering the traffic control and traffic routing measures. 3.1 Securing the construction site, the construction area The Contractor shall be responsible for securing the construction site. The Contractor shall be obliged to inspect his construction site on a daily basis and to eliminate any accident hazards immediately. The scope of the safety measures to be taken by the Contractor shall include the safeguarding and, if necessary, the construction of paved walkways that can be used by pedestrians and cyclists at all times (existing or temporary sidewalk, but no gravel sidewalk). All building entrances, driveways and fire department access shall be accessible at all times. Access and delivery capability and disposal to adjacent buildings shall be provided by the Contractor during business and normal delivery hours. The securing of work sites on roads must be complied with in accordance with RSA. In addition, the instructions of the road traffic authorities shall be complied with. Flexible and cooperative collaboration between the Contractor, the traffic safety specialists and the road traffic authorities is required for the installation, conversion, adaptation to the progress of construction work and dismantling of the individual safety devices. 3.2 Construction schedule After the contract has been awarded, a precise construction schedule for all components and intermediate construction stages shall be drawn up in coordination with the CL. Any waste, construction debris, packaging materials and the like generated during the Contractor's work shall be disposed of in accordance with the regulations. The unit prices of the items always include the costs for the disposal of the resulting debris material (transport and tipping fee), unless otherwise specified. The following must be taken into account: - Closed Substance Cycle and Waste Management Act KrW-/AbfG - Transport Permit Ordinance TgV - Industrial Waste Ordinance GewAbfV - Waste Wood Ordinance AltholzV- List of Waste - Ordinance AVV- Specifications of LAGA - Landfill Ordinance DepV - Leaflet "Disposal of Construction Waste" of the Regional Councils Darmstadt, Gießen, Kassel, as of 15.05.2009 - Business Instruction GA 19 of VGF - In addition, the disposal shall be carried out in accordance with the statutes/guidelines of the responsible administration (city/district). 3.7 Winter Construction The AG shall not make any winter construction arrangements. 3.8 Preservation of evidence Preservation of evidence shall be carried out by the Contractor (determination of condition). 3.9 Security measures The Contractor shall secure the construction site area. The instructions of the CL and its plant operator (NRM) shall be followed. Each of the Contractor's employees working on the site must have a valid "contractor's pass" issued by the VGF. Execution documents to be prepared or procured by the Contractor Execution documents to be prepared by the Contractor shall be submitted to the Principal in paper form in triplicate for approval, unless expressly described otherwise in the specifications. After incorporation of any corrections, the planning approved by the CL shall be handed over to the CL in triplicate in paper form and in file form (file format .pdf, .plt, .dwg and .dxf format) on DVD-ROM or CD-ROM. Planning documents to be prepared by the Contractor shall be submitted in due time before the start of execution, taking into account the inspection deadlines. In this context, a review period of at least 10 working days shall be taken into account for the review of the documents by the Client. When preparing the planning and documentation documents, the Contractor shall observe and comply with the Customer's guidelines. The CAD guidelines of the VGF are enclosed with the request for bids in their currently valid form and are part of the order. The time and effort required for implementation shall be taken into account in the calculation. The documents to be prepared by the Contractor shall include: - Explanation of the construction sequence - Commissioning certificates - Construction schedule - Implementation plans, surveying documents - Documentation records - Transformer test records - CE certificate of conformity for the new plant components
