The Centre de services scolaires de Saint-Hyacinthe, Owner, is requesting quotes for an LED lighting project and redoing the ceiling of a gymnasium.

Submissions in sealed envelopes addressed to the undersigned will be received at the Centre de services scolaires de Saint-Hyacinthe, Services des ressources matérielles located at 2255, avenue Sainte-Anne, Saint-Hyacinthe, (Québec) on December 14, 2020 until 11:00 a.m., local time, to be opened publicly at the same place, on the same day and at the same time.

The documents may be obtained by contacting the Service électronique d'appel d'offres (SEAO) by calling one of the representatives at 1 866 669-7326 or 514 856-6600 or by visiting the website: www.seao.ca . The documents can be obtained at the cost established by the SEAO. The School Service Centre is not responsible for the fact that written notices or documents of any kind sent by electronic means are incomplete or contain any error or omission whatsoever. Consequently, all contractors must ensure, before submitting their tender, that they obtain all documents related to this call for tenders.

VISIT TO THE VENUE: A non-obligatory site visit will be made on November 20, 2020 at 11:00 am. The meeting point for this tour is at the main entrance at 5020 Marquette Street in Saint-Hyacinthe, (Quebec) J2R 2G9.

Each bidder must submit its bid on the "Bid Form" prepared for this purpose for the CSSSH. Bids must be accompanied by a certified cheque in the minimum amount of 10% of the bid price, payable to Centre de services scolaires de Saint-Hyacinthe, or a bid bond in the same amount, valid for the period of validity of the bid. This bid bond must be exchanged at the signing of the contract for a performance bond and a pledge bond, materials and services bond. Where these securities are in the form of a surety bond, the amount of each corresponds to 50% of the contract price and where they are in the form of a certified cheque, the amount of each corresponds to 10% of the contract price.

In the event that the company having obtained the tender documents decides not to bid, the "Tender Opt Out Questionnaire" must be sent to the email address of the Project Manager of the Centre de services scolaires de Saint-Hyacinthe before the deadline date and time for receipt of bidders. Failure to do so may result in the company no longer being invited.

In addition, unless they hold an authorization to contract, issued by the Autorité des marchés financiers, all contractors must provide, with their tender, an attestation from the Ministère du Revenu du Québec related to corporate tax compliance for all tenders of $25,000 or more. This attestation issued by the Ministère du Revenu du Québec (MRQ) indicates that the company has filed the declarations and reports required under Quebec tax laws and that it has no outstanding accounts payable to the MRQ. This attestation can be completed by consulting the Revenu Québec Web site at www.revenu.gouv.qc.ca/fr/entreprise/, which has set up an online service accessible from the Clic Revenu - Businesses (Clic Revenu) electronic services. This attestation must not have been issued more than 90 days before the deadline for receipt of bids, nor after that date.

Only bids from contractors with an establishment in Quebec or, where an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by that agreement, and holding, where applicable, the licence required under the Building Act (R.S.Q., c. B.-1.1), will be considered for the award of the contract.

Any Contractor who, during the two (2) years prior to the bid opening date, has been subject to an unsatisfactory performance evaluation by the School Service Centre, has failed to complete a contract, or has been terminated due to failure to comply with the terms and conditions of a contract, may be excluded. Bidding contractors are responsible for the selection of subcontractors, both for their creditworthiness and for the content of their bids.

All bids must be made in accordance with the provisions of the Regulation respecting construction contracts of public bodies in force.

In addition, the Act respecting integrity in matters of public contracts (new Act adopted by the National Assembly in December 2012) allows the government to require that, during the performance of the contract resulting from this call for tenders, the service provider as well as the companies directly or indirectly attached to this contract obtain authorization to contract from the Autorité des marchés financiers within the time limits and according to the specific terms and conditions it will have determined.

The Centre de services scolaires de Saint-Hyacinthe does not undertake to accept the lowest or any of the offers received and opened. It also reserves the right to retain them in whole or in part. The tenderer acknowledges that the Centre de services scolaires de Saint-Hyacinthe cannot incur any legal action or claim for costs or losses incurred by the tenderer .

The work is to be carried out from 28 June 2021 to 27 August 2021.
