Description
The Ministry of Energy and Natural Resources, through the Mine Site Reclamation Branch of the Mining Sector, requires the services of a contractor for remediation work on the Lac Renzy - Lot 2 mine site.
The fundamental objective of the project is part of the restoration of the Lac Renzy mine site.
A first phase of the restoration work took place in 2018, during which the following work took place:
- deforestation work;
- Work to develop the contractor's area and temporary storage;
- the widening of the existing access road to Lac de Renzy (la Vérendrye 14) and the construction of new access roads;
- the collection and disposal of waste and debris on the site;
- the rehabilitation of the surface of the former landfill site;
- excavation and off-site disposal of materials containing xanthate;
- excavation and stacking of hydrocarbon contaminated materials.
This phase of the work (lot 2) includes in particular:
- the construction of canals and control structures to lower the water level of Lac Renzy;
- construction of a containment dam and sedimentation basins;
- the disposal of tailings in the containment area mainly in winter and the installation of a granular mat;
- the construction of the dam and weir at the outlet;
- the restoration of the industrial area;
- the management of tailings and mine waste rock treated as biopiles and containment cells;
- the creation of wildlife facilities in the areas affected by the work.
A mandatory site visit will be held at 9:00 a.m., effective locally, on August 14, 2019, during which additional information may be provided regarding the needs to be met and to answer contractors' questions on any aspect of the work to be performed. The meeting point will be at the entrance of Route 14 at km 294 of Route 117, in La Vérendrye Park between Mont-Laurier and Val d'Or.
Only contractors present at the visit will be eligible to bid.
The Lac Renzy mining site is located approximately 40 kilometres southwest of kilometre 294 of Route 117 in Réserve faunique de la Vérendrye, in the Outaouais region. The site occupies part of Block A of the Township of Hainaut. The site is located in an area where no cellular communication is available.
The bid must be submitted by a contractor who has, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries on his activities on a permanent basis, clearly identified in his name and accessible during normal business hours.
The Department does not undertake to accept any of the bids received.
