The purpose of this requirement is to obtain Contractor technical support services for the United States Coast Guard Marine Inspections Performance Support Architecture (MIPSA). This task order requires the contractor to conduct Job Task Analysis (JTA), Training Requirements Analysis (TRA) and Cost Analysis (CA) IAW references in Section 6.0 of this PWS, for the positions of Prevention Department Head (PDH) and Officer in Charge of Marine Inspections (OCMI). The emphasis of a JTA is on job performance. Job performance determines what should or should not be included in a training program, how much will be taught, the instructional sequence, and what will be evaluated. The end result of a JTA process is a final report containing a list of tasks rated by performers in the field according to the Difficulty, Importance and Frequency (DIF) of each task; and the performance support interventions/recommendations for each task using the results of the DIF model. The Training Requirements Analysis (TRA) provides a curriculum comparison of existing performance support interventions and a clear idea of what performance needs and training interventions are best suited to meet requirements in a cost effective manner. Finally the Cost Analysis provides the cost of creating an organic Coast Guard performance support intervention and compares these results with the costs identified in the TRA.
