Summary Details:This Request for Proposals (“RFP”) is an invitation by the District of Summerland (the “District”) to prospective Proponents to submit non-binding Proposals for the provision of janitorial services at municipally-owned buildings, as well as park opening and closing services, as further described in the RFP. The Contractor will perform janitorial services for District-owned buildings and public washrooms, including: Municipal Hall Works & Infrastructure Building Electrical Utility Warehouse Water Treatment Plant Wastewater Treatment Plant RCMP Building Museum Arts & Cultural Centre Landfill Office Parks Washrooms & Gates Memorial Park Peach Orchard Park Powell Beach Park Dale Meadows Park Rotary Beach Park Living Memorial Park Giant’s Head Mountain Park Ad Hoc Services as required, including but not limited to cleaning the Summerland Rodeo Grounds and Centre Stage Theatre after rentals and special events. A detailed Scope of Work is provided in the RFP, Appendix B. RFP Documents:BC Bid (https://new.bcbid.gov.bc.ca/) is the only authorized website to obtain competitive bid documents for District of Summerland opportunities. The District of Summerland shall not be held responsible for competitive bid documents that are located on any other website. Procurement documents are available for download at BC Bid by searching for opportunities posted by the District of Summerland.Submission of ProposalsProposals may be submitted via BC Bid’s Supplier “e-Bidding” submission functionality or by email, as described in the RFP. Proposals must be received no later than the RFP Closing Date and Time. It is solely the responsibility of the Proponent to ensure that the Proposal is received on time. Term of Engagement:The successful Proponent should be prepared to commence work on June 1, 2024; July 1, 2024; or August 1, 2024. The Agreement shall be valid for an initial term of three (3) years with the opportunity to renew for one (1) additional period of three (3) years, in the District’s sole discretion.Conditions for Participation and Requirements to Request to Participate:Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.Mandatory Criteria:1The Proponent must have attended the mandatory site visit and signed in on the Site Visit Sign-In Sheet to confirm their attendance.2The Proposal must be received by the Closing Date & Time, in accordance with the requirements of Section 3.1 – RFP Schedule3The Proposal must be submitted in accordance with the requirements of Section 3.8 – Submission of Proposals4The Proposal must include the following completed forms: Appendix D – Submission Form Appendix F – Pricing Workbook (provide as separate Excel file) 5The Proposal must include the information requested on the following forms, either on the forms or a format of their choice: Appendix E – Rated Criteria Form The Contractor shall provide the District with proof of the following prior to beginning work on this project: A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). WorkSafe BC Clearance Letter (or equivalent if the Contractor operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Fidelity Bond as per the requirements details in Appendix A – Form of Agreement. Procurement Method:Request for Proposals. The District reserves the right to negotiate.
