VA Network Contracting Office 23, Black Hills, is issuing this Sources Sought Synopsis to determine the suitability for a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other Small Business set-aside for Nuclear Medicine SPECT/CT Optima 640 services for the Fargo, ND VAMC area (see Statement of Work below). This is not a request for quotes or proposals and any such submitted in response to this notice will not be evaluated.

Vendors who are interested in this requirement should respond to this notice by providing:

Statement of Work

This is for a full service contract for the Fargo VA HCS Nuclear Medicine SPECT/CT Optima 640(EE# 29511) by GE Healthcare System ID: 4562296NM12

GENERAL

Services Provided:

full service contract includes labor, parts, upgrades and PM (preventive maintenance (semi-annual)). The contract specifies the coverage will be M-F, 8AM-5PM excluding Holidays. The service engineer will need to be onsite 4 hours from when the service call is initiated. The service contract also includes Phone Support, ILINQ Response time of 30minutes (vendor remote access to assist with troubleshooting and updates), the acquisition processor or computer work station, crystal coverage (photo multiplier tubes inside the dual detectors on the system), the table and CT tube coverage with an uptime commitment of 97%, at the Fargo VA Health Care System.

1.2 Place of Performance:

Contractor shall furnish services at the Fargo VA Health Care System

QUALIFICATIONS

2.1 Vendor is to provide experienced service personnel that have knowledge of the GE Healthcare Optima 640 System.

3.0 Key Personnel

At a minimum GE Optima 640 service trained.

4.0 Hours of Operation

4.1 Service will be performed during normal business hours:

M-F, 8AM-5PM excluding Holidays.

5.0 Contractor Responsibilities

FE Coverage Weekdays: MON-FRI, 8AM- 5PM

FE Coverage Weekend: NO COVERAGE HRS

FE Onsite Response Time: 4-Hours

(a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.  No remanufactures or gray market items will be acceptable.

 

(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.

(c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.Â
