INVITATION TO BID Supply delivery and Installation of Hydraulic Shearing Machine and 3D Printer for CNC Machine (CO2019) (PHilMech Goods 19-01-03) The Philippine Center for Postharvest Development and Mechanization (PHilMech) through its Regular Fund intends to apply the sum of PhP 1,400,000.00 being the Approved Budget for the Contract (ABC) as indicated herein to payments under the contract for the Supply, Delivery and Installation of Hydraulic Shearing Machine and 3D Printer for CNC Machine (CO2019). Bids received in excess of the ABC shall be automatically rejected during Bid opening. ITEMS ABC Delivery Period Supply delivery and Installation of Hydraulic Shearing Machine and 3D Printer for CNC Machine (CO2019) PhP 1,400,000.00 60 CD 1. The Philippine Center for Postharvest Development and Mechanization now invites Bids from eligible bidders for the following items: Delivery of the GOODS is required within Twenty (20) calendar days from receipt of the Notice to Proceed. Bidders should have completed within three (3) years a contract similar to the project. The description of an eligible Bidder is contained in the Bidding Documents. 3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the “Government Procurement Reform Act”. 4. Interested Bidders may obtain further information from the Philippine Center for Postharvest Development and Mechanization and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of PhP 1,000.00. The method of payment will be in cash. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative. 6. The Philippine Center for Postharvest Development and Mechanization will hold a Pre-Bid Conference open to all interested parties on December 7, 2018, 1:00pm at PHilMech Liason Office, 3rd Floor Elliptical Road Diliman Quezon City. 7. Bids and eligibility requirements must be delivered to the address below on or before January 4, 2019. All Bids must be accompanied by a Bid security in the form and amount stated in the Bid Data Sheet or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. 8. Bid opening shall be on January 4, 2019 1:00pm at at PHilMech Liason office, 3rd Floor Elliptical Road Diliman Quezon City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. 9. The Philippine Center for Postharvest Development and Mechanization reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
