RFI Announcement
This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential respondent's ability to respond to any future synopsis/solicitation that may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents will not be notified of any results derived from a review of the information provided; however, information gathered may be utilized for technical and acquisition purposes.
Background
The Management and Operations Division (MOD) coordinates all IT functions for Office of Management and Budget (OMB). These functions include but are not limited to overall planning, configuration management, inventory management, and liaison with the Office of Administration (OA)'s Office of the Chief Information Officer (OCIO) and the White House Information Technology (WHIT) team. A significant operational component of the daily work involves technical problem solving, customer assistance and installation of hardware and software.
The OCIO in cooperation with WHIT provides enterprise services to all components within the Executive Office of the President (EOP), servicing approximately 5,000 active accounts, to include Service Desk, desk-side support, database administration, application support, asset management, test environment, IT solutions engineering, surge support, and change management.
The requirement that is the subject of this notice is for supplemental OMB specific work that is outside of what OCIO is responsible for Some examples of specific work covered by this notice include:
• The OMB Private Cloud, which provides General Support System services to OMB staff to include applications and tools for Budget Formulation and Application Development.
• Special projects that may arise, which require additional time-limited tasks to be performed for OMB.
The Contractor shall provide a broad range of direct IT support services at Executive Office of the President (EOP) New Executive Office Building (NEOB), 725 17th Street, NW, Washington, DC 20503.
The scope of customers and equipment the Contractors shall support includes the following:
• OMB IT Support
• OMB Business Process Review/Consulting Services
• OMB Server Support
• OMB Special Projects/Pilot Programs
The following outline lists the technical task areas associated with this requirement. For specific details, see the attached PWS.

B. Interested parties are requested to respond to this RFI with responses to the following questions
Based on the aforementioned work, please provide your experience related to the following questions:
(1) Please describe a specific project in the past two years where you have provided technical (tier 2) support at a Government facility.
(2) Please describe a specific project in the past two years where you have provided engineering (tier 3) support at a Government facility.
(3) Please describe a specific project in the past two years where you have provided development support at a Government facility.
(4) Please identify any contract vehicles that you have successfully performed work such as the tasks described in the attached PWS.
Responses should be submitted in Adobe PDF format via e-mail only to the CO and are due no later than Thursday, May 09, 2019 at 5:00Pm ET. Responses shall be no more than five (5) pages; with a maximum of 2000 words (graphics are preferred). Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.
