Description

The assignment concerns the provision of an ADaaS service in accordance with the basic principles and preconditions that will be described in the Invitation to tender. A great deal of room will be left here for candidates to use their own expertise and experience for the design of the services. The service provider will ultimately implement the contracting authority's ADaaS services operationally. The Contracting Authority will thus outsource the actual performance of its ADaaS services to the service provider, which explicitly involves purchasing a complete, integrated service from the service provider. In doing so, the Contracting Authority acts as the strategic/tactical director of the service provision and the Framework Agreement. This means that, in this capacity, the Contracting Authority is responsible for the coordination of the supply and demand of the Service Provider in respect of the Framework Agreement and the performance of the contract.
Institutional boundaries are becoming blurred because students and lecturers are less and less connected to one institution. Flexibilisation and customisation for students and collaboration in the area of research and quality assurance by instructors means that the business processes of individual Institutions need to be brought more and more into line with one another. In order to make that process possible, the harmonisation and standardisation of information, processes, and services is a long process. Collaboration between Institutions in the area of information architecture and technical infrastructure offers economies of scale and makes it possible to respond more effectively to innovation. With the ADaaS service provision, the contracting authority is fulfilling its ambition to jointly organise services in the area of Application Delivery as a Service (ADaaS) for the benefit of potentially all Institutions, within the possibilities offered by current legislation and regulations.
