Description

The Cologne Fire Brigade - Office for Fire Protection, Rescue Service and Civil Protection (Amt 37) operates an Integrated Control Centre for Fire Fighting, the Maintenance and Protection of Special Property for Disaster Protection and the Medical and Technical Rescue Service (ILS) within the framework of public services of general interest. In addition to the main control centre (HLS) of the integrated control centre, there is an emergency control centre (NLS) which serves as an alternative location for the operation of the integrated control centre in case of need (e.g. failure, operational restriction of HLS and capacity increase). Various fire and rescue stations (FuRW) and rescue stations (RW) are spread over the city of Cologne, at which the units and resources of the fire brigade and rescue service are held. In order to support the activities in the Integrated Control Centre, various IT trades are operated at the aforementioned locations, the modernisation and renewal of which is being carried out within the framework of the "Control Centre 2020" (LtS 2020) project. IT trades include the IT platform (ITP), the watch alarm (WAL), the communication system (KMS) and the mission control system (ELS). The command and control software to be used will be the IGNIS-Plus system developed by Sopra Steria Consulting for the Berlin professional fire brigade and made available by the Berlin professional fire brigade to the Cologne professional fire brigade. The existing mission control system now has to be put into operation by the Cologne professional fire brigade. For this purpose, the Cologne Fire Department is looking for a contractor who, in addition to the installation and setup on the existing IT platform, will carry out adjustments and extensions as well as the necessary training of dispatchers, data administrators and administrators. The contractor shall also ensure maintenance and support for the ELS after commissioning. Please refer to the draft Technical Specification for detailed requirements regarding adaptations, extensions, commissioning, training and documentation as well as maintenance and support.
