Description

The CEB is issuing the referenced public call for tenders in order to engage a pool of consulting companies through frameworks contracts with service providers who can deliver high quality IT consultancy services in specific areas as described in the terms of reference (available upon request at: tenders@coebank.org).
• assist in the implementation of IT projects (project governance, analysis of needs, specifications, communication and change management);• assist in selecting an IT tool, platform or service (help in selection, business cases, scoping, defining needs and functionality);• assist in performing process re-engineering; streamlining, optimising and standardising those processes;• assist in the implementation of improvement recommendations and new ways of working. • development and support of the ECM environments and applications (Content Services Platform, eDocs, and Digital Assets Management - DAM);• business analysis of content management requirements and translation of these into technical specifications;• project management of ECM upgrades and development initiatives;• development and support of the integration of ECM solutions (including integration via Software AG Enterprise service bus) with other CEB systems and platforms;• consulting services by open text expert consultants. • technical advice on the development and maintenance of the enterprise service bus platform (Software AG’s web Methods Integration Platform and the Software AG’s business integration solution) and business integration solution;• assistance with the development, implementation and support of service bus services, data integration solution. It may include defining and implementing integration principles and guidelines, integration of systems, services, processes, devices and data, as well as service orchestration;• consulting services by Software AG expert consultants. • development, implementation and support (functional and technical) of the risk management systems (including but not limited to Moody’s Analytics: risk origins, risk authority, risk confidence impairment and risk confidence ALM solutions);• development and implementation of risk systems integration with other CEB systems;• consultancy services by Moody’s expert consultants. • development, implementation and support (functional and technical) of the Temenos Core Banking Transact system;• development and implementation of data integration of the Temenos Core Banking system with other CEB systems;• consultancy services by Temenos expert consultants. • assist with the definition of, and compliance with the IT project governance framework;• collect information and produce management reporting of the IT operations and the IT portfolio of projects, including financial information about IT budget execution;• collect information and facilitate the prioritisation of projects and IT resource capacity planning;• coordinate IT reporting and communication. • Oracle and SQL database administration (DBA) services including but not limited to installation, optimisation, high availability, sizing, monitoring, automation and maintenance tasks;• DBA security management and access controls;• DBA consultancy on a wide range of technologies (Partitioning), platforms (ODA X series), and integrations (Moody’s systems). • consultancy services on the implementation and use of various Microsoft technologies, including but not limited to:— MS Cloud and collaboration (O365, Azure, DriveOne, Teams, Dynamics/BI, SharePoint, Data Platform);— MS Systems and messaging technologies (Active Directory, Exchange, InTune, Certificate Authority, Windows Admin Center, modern server/desktop management);• services regarding MS license management, staff training and certification. The contractor might be requested to provide resources to provide consultancy services for the implementation, use and maintenance of VMware technologies, including but not limited to Core Services (Vsphere, Vsan, Nsx, Vrealise), Digital Workspace (Airwatch, Horizon...), Multi cloud, and Intrinsic security.
