Description

The aim of the procurement is to secure access to strategic digitalisation competence as well as capacity for our product team.See www.kirken.no/digitalisering for further information on the Church of Norway's digitalisation strategy and the goals of the digitalisation work.
In recent years the church has established several new joint systems and product teams, and has ongoing important work on the further development, renewal, and coordination of even more systems. Consultancy assistance is required for the management level that manages the work, support for the establishment of joint architecture and architecture principle, and resources to cover different digitalisation disciplines for development and implementation support.It is a challenge for the Church of Norway to exploit the systems that each parish uses in its daily work. Information that is created locally in the church must coordinated better that it currently is in order to ensure re-use of data and more automated processes. This requires that the Church of Norway works in accordance with joint architecture principles and builds up joint infrastructure that receives, saves, processes, and makes data available. The Church is now working on several such projects. A separate process has also be initiated to develop a concept and procure (separate tender) a joint system that handles all the work flow around planning, implementation, and follow-up of church actions and activities (local trade system). Work is also being done on changing rules, joint standards, and practice so that they support digital first choice and top data quality. The church is also concerned with channelising more resources to core assignments, good resource management, compliance with the UN's sustainability targets and universal design so that the church is available for everyone.Furthermore, the aim of the procurement is to ensure access to necessary capacity and competence for operate product development. Tenderers must offer resources to fill roles in the product team. Work assignments will consist of being part of established and new product teams respectively, which work in a flexible way.Ongoing product teams that the tenderer will assist in are the church's joint employee and organisation register (ANSORG), the member register, the church's joint website 'kirken.no', the event portal 'skjerikirken.no', 'kirka vår' joint plan for work in the parish, 'the stand-by system' use of vicars for conveying news of someone's death, etc. The tenderer will also be included in product teams where Kirkepartner has operational responsibility, such as the Azure platform team, the church's local desktop (MS 365), Azure AD and IAM system.See Annex 1 with its annexes for further information on the procurement's purpose and delivery requirements.
