Within the framework of the reorganisation of emergency management, the Radiological Situation Centre of the Federation (RLZ) plays a central role. It is to ensure that all acting state bodies decide on the same information basis in the event of a radiological emergency, that the measures are coordinated and that the population is informed comprehensively, comprehensibly and without contradiction.The tasks of the RLZ are defined in Section 106 of the new Radiation Protection Act (StrlSchG). In case of a radiological or nuclear emergency of supraregional importance, the "Radiological Situation Centre of the Federation (RLZ)" has the task to compile all available information on the course of the accident, on the accident prognosis, on the existing and expected effects on the environment and to estimate the resulting radiation doses for the population and the emergency services. On the basis of the emergency plans of the Federation and the Länder, these diagnostic and prognostic data serve to recommend certain protective measures.This radiological situation - including the proposals or recommendations for measures to be taken into account (on the basis of radiological aspects) - is made available by the RLZ promptly and securely to all authorities responsible for emergency response at the Federation and the Länder.To fulfil its task, the Federal Office for Radiation Protection operates the Integrated Measurement and Information System IMIS (https://www.bfs.de/DE/themen/ion/notfallschutz/bfs/umwelt/imis.html). This provides the essential basis for mutual co-ordination between the institutions involved. In particular, tools for the technical presentation of decision-relevant content and components for communication with various subsystems for data preparation, visualisation, modelling, etc. form the basis for decision-making by the crisis teams.In order to maintain and administer the users and access authorisations of the various IMIS and RLZ applications as simply as possible, the user, address and role administration of the many different user groups from state and federal authorities is to be set up centrally for the first time. This includes, for example, extensive confidential information on participants in trade fair missions, diverse additional data on person-dependent specialist data or bases for IMIS support. The previously separate user-related databases and applications, including the existing authentication, are to be merged with the help of open source software and maintained via a web interface. The services to be provided in this service description are described as comprehensively as possible. Depending on the subject and focus of the service to be commissioned, the client can choose whether the services are to be commissioned on the basis of a service contract or a contract for work and services and whether remuneration for the individual contract is to be agreed at a fixed lump sum price or remuneration according to expenditure with an upper limit. If the respective contract can be described so precisely that the contractor can calculate a lump-sum price on the basis of this information, the client will regularly choose remuneration according to a fixed lump-sum price.The offers required for the respective individual contract are to be calculated by the contractor on the basis of the prices stated in the List of Prices and Services (Annex 3).For further details, please refer to the award documents.
