Services for quality assurance and IT cross-sectional services (quality assurance, system architecture, requirements analysis, operational coordination)
For the major project "Register Census" of the Federal Statistical Office and related projects, framework agreements for the provision of services in the field of software development and project management are put out to tender in four lots:Lot 1: Services to support software development including software architecture and quality assurance measuresLot 2: Services for quality assurance and IT cross-sectional services (quality assurance including acceptance QA and integration QA, system architecture, requirements analysis, operational coordination and other services)Lot 3: Services for project management tasksLot 4: Services for software production as a work performance and servicesFor each lot, an independent award procedure will be carried out. The tender periods for the four award procedures may vary.The award of lots 1 to 4 is mutually exclusive, i.e. different contractors are to be awarded the contract for each lot. The award has already been made for Lots 3 and 4. The contractors for lots 3 and 4, Orphoz GmbH & Co. KG and Capgemini Deutschland GmbH, as well as the subcontractors of these two companies from the award procedure ZIB21.22 - 0690/20 are not entitled to submit a bid or to participate in the procedure as subcontractors within the framework of the further award procedure. The lot for works (Lot 4) must therefore contain all roles of the service lots (1 and 2). The takeover can take place under the following conditions:1. the individual contracts are awarded to the contractor of the respective lot according to their technical focus or the type of contract.2. the individual contracts are awarded to the contractor of the respective lot according to their technical focus or the type of contract.By way of derogation from the rule set out in 1. above, the individual contract shall be awarded to the Contractor of Lot 4 if:- the individual contract can be assigned to one of Lots 1 or 2, but the Contractor of that Lot declares itself unable to perform the individual contract, or- the Contracting Authority, on the basis of verifiable circumstances, is of the opinion that the individual contract, despite its technical focus or the type of contract, cannot be performed by the Contractor of the relevant Lot (1 or 2) without at the same time seriously jeopardizing the objective pursued by the individual contract. The award of the individual contract to the contractor Lot 4 shall only be permissible if the contracting authority has notified the contractor in question in advance of its concerns and given it the opportunity to comment without this having led to a removal of the concerns.The call-off volume for the framework agreements is limited in total to EUR 357 million. The allocation to the lots is as follows:Lot 1: max. 50 million euros grossLot 2: max. 123 million euros grossLot 3: max. 34 million euros grossLot 4: max. 150 million euros grossThe call-off of specific services shall be made by individual orders, unless otherwise specified in the respective framework agreement.
