Description
The HiGHmed consortium bundles and integrates competencies of numerous leading university hospitals in Germany as well as other, also international, clinical institutions and partners from science and industry. In accordance with its statutes, the association's main activities include in particular the bundling of central services such as procurement and public relations, as well as the expansion of existing research foci through the initiation and implementation of new, scientific project plans. The contracting authority pursues the goal of a future-oriented orientation and optimization of IT and digital health services with regard to quality, cost-effectiveness and competitiveness for members entitled to receive funding in the context of the medical informatics initiative and the resulting associated projects. The award procedure comprises three lots. For each lot, a framework agreement is to be concluded with a suitable provider.
The HiGHmed project will establish a networked eHealth platform that will be used to support research and care processes. The HiGHmed network requires the implementation of a clinical data repository based on the open standard openEHR as a minimum requirement. Therefore, members of the contracting authority have a need for a so-called Clinical Data Repository (CDR) and/or a special need for consulting regarding the establishment of CDR, their connection as well as integration into the existing infrastructure solutions.The software solution to be procured must be able to implement the openEHR reference model in its entirety and, in addition, must fulfill all requirements specified in the "Performance Sheet Lot 1" of the "Annex 11a - Performance Sheet, Price Sheet, Implementation Concept Lot 1" as well as the requirements specified in the document "2. Technical Part Lot 1 - Contract Documents". With the expansion of data science in the clinical care landscape, there is a need for expertise and support from the IT consulting and healthcare market. Professional support from IT consulting service providers is required in this regard, particularly for the use of Big Data technologies as well as high-performance database and data warehouse technologies. On the one hand, this requires supporting project management services within large, data-based research projects, such as those of the Medical Informatics Initiative, the Network of University Medicine (NUM) or the German Network for Bioinformatics Infrastructure (de.NBI). On the other hand, professional support of relevant consulting and development services (e.g., data scientist or application developer for artificial intelligence) from IT consulting firms active in these market segments is required to establish the intertwining of IT storage technologies and healthcare solutions in the university medical environment for the benefit of improved patient care based on data-driven developments.The anticipated scope of services results from the "Annex 11b - Service Sheet, Price Sheet, Implementation Concept Lot 2" as well as the document "2. Technical Part Lot 2 - Contract Documents". The HiGHmed architecture concept is based on international standards such as IHE, openEHR and FHIR. In order to ensure standard-compliant data exchange between different partners, the data integration centers build their processes in particular FHIR profiles as well as openEHR and IHE technologies. There is a need for consulting regarding the implementation of the HiGHmed solution concept into the local infrastructure. In addition, there is a need for conception, implementation and integration of new solutions and architectures or adaptation and extension of existing solutions and architectures.The expected scope of services results from the "Annex 11c - Service Sheet, Price Sheet, Implementation Concept Lot 3" as well as the document "2. Technical Part Lot 3 - Contract Documents".
