Description

The subject of the tender is support services for MS platform related software deployment services - senior architecture services. The technology to be used is Microsoft Endpoint Configuration Manager technology.
The objective of this RFP is to conclude a framework agreement for the procurement of support services for MS Platform related Software Deployment Services-Senior Architecture(Technology:MS Endpoint Configuration Manager) with up to three top ranked companies.HZD operates among others: Data centers in Wiesbaden, Hünfeld and in Mainz with approx. 750 physical/ 1,000 virtual server systems with different operating systems supported by Microsoft;approx. 1,400 own and in the customer environment up to approx. 75.000 workstation systems with different operating systems and Office versions supported by Microsoft;the central Microsoft SharePoint and BizTalk farm of the state of Hesse;Microsoft "Structured Query Language" SQL Server platforms based on a shared service;an MS Endpoint Configuration Manager [formerly: MS System Center Configuration Manager (MS SCCM)] based infrastructure for deployment of operating systems and applications;central Citrix XenApp terminal server farms;Microsoft Dynamics;Customer Relationship Management System (CRM);central email platform of the State of Hesse based on Exchange/Active Directory(AD); various MS services/products deployed in parallel on over 80.000 workstations of the State of Hesse;virus protection support within the framework of HessenPC for over 80,000 clients and for over 6,000 servers and is responsible, among other things, for the asset management of over 80,000 HessenPC standard hardware clients delivered.During operation, the factors of fail-safety, scalability, rapid incident resolution and IT security (protection requirement according to BSI) are of particular criticality. The contractor therefore ensures that only Ü2-checked personnel are deployed for the relevant services at the client.In principle, all tasks are carried out within the framework of state specifications, which are supported by processes of the IT Infrastructure Library, Federal Office for Information Security and economic feasibility studies according to BSI (e.g. WiBe calculator).Tasks of a project nature are implemented on the basis of the IT project management manual of the state of Hesse and the procedure model projects of the HZD. For project management, reference is made to the methods of PRINCE2 and to Six Sigma or ISO 9001. The specific performance period for the provision of the service will be specified in the individual call-off.All tasks are to be understood as implementations within the framework of an enterprise environment in which Microsoft Enterprise products are primarily used.Qualification profileSenior architecture services are defined as the activities carried out within the framework of fundamentally independent elaborations or implementations to support the respective project. The services of the Senior Architect are understood to be the activities carried out within the framework of fundamentally independent elaborations or implementations to support the respective operating or project units in the HZD with regard to the preparation of strategic plans for complex IT implementations (e.g. with regard to an automated software distribution), their presentation and release to the corresponding specialist groups and committees as well as the practical implementation in the project or operating environment.Tasks: Support in the development of project, effort and master plans;Contact and moderation partner for HZD internal interfaces and customers in the area of responsibility;Support of requirements, program and proposal management;Support of incident, change and release management processes according to ITIL; creation and evaluation of strategic concepts (e.g. MECM, Microsoft telemetry data, client security, server infrastructure) as well as support for technical implementation; further development of software distribution solutions for client and server systems (including coordination with all areas involved via participation in the relevant committees / working groups); planning and design of the MECM infrastructure (both collection and server structure) based on various dynamic requirement situations (e.g. new manufacturer specifications, adapted customer requirements, changed threat situation with regard to IT security);Participation in meetings of committees and working groups of the State of Hesse to provide strategic advice and clarify open questions to support decision-making (including with regard to client management of an enterprise environment via automated software distribution);Steering and support in the creation and review of QM documents;Support of release management for client and server systems, both in terms of necessary adjustments to the process (including the required approvals of the committees and working groups) and in terms of the concrete technical implementation (includingSupport for the expansion of the overall architecture with new hardware and software technologies suitable for the existing requirements (e.g., through concept development, participation in committee meetings);Support for ensuring the operation of a central platform for software distribution (e.g., through the corresponding conceptual design of a central platform for software distribution).Support in ensuring the operation of a central platform for software distribution (e.g. by designing a reporting system for proactive error detection and a quality assurance concept for compliance with defined Operational Level Agreements (OLA));Support in checking and approving customer requirements (e.g. with regard to desired client configurations);Knowledge transfer (e.g. from developed and approved concepts) to operations;Support in evaluating, controlling and defining measures for risk management;Performing checks of MS Group Policy Object/Group Policy Prefe-rences (GPO/GPP) and, if necessary, adapting the GPOs/GPPs to customer requirements. Design and testing of methods for hard disk encryption on client and server systems with central storage of recovery information in a secure area (e.g. Microsoft BitLocker Administration and Monitoring (MBAM) / BitLocker Drive Encryption (BDE));Design, testing, further development and documentation of an authorization concept for MS ECM (e.g. mechanisms for the separation of mandates);Design, testing, further development and documentation of an authorization concept for MS ECM (e.g. mechanisms for the separation of mandates).Support for the expansion and further development of the product portfolio (conception and implementation) of software distribution environments;Control and coordination of teams and workgroups;Consideration of security-related (e.g. BSI requirements) and cost-related (e.g. WiBe) issues;Identification of the necessary tools for the development of software distribution environments WiBe) issues;Identifying necessary key performance indicators (KPI) for management and customer requests with the corresponding specialist groups and supporting the collection of these figures using suitable methods;Automating configuration requests via software distribution (including automated BIOS/UEFI configuration or maintenance of AD objects via MECM).Competence profile "Professional experience" is understood to mean competencies, skills and abilities acquired through work activity. Work experience does not include training, studies, internships or similar.The assigned person must have in-depth knowledge acquired in at least 5 years of work experience in all areas mentioned below:In the use of ITIL tools and in the context of ITIL processes;In the creation, review and control of documents in the context of the role of an architect of an IT enterprise environment;In the development of concepts for adapting an MS SCCM/MECM solution to new organizational (e.g. IT security or implementation of new functionalities or comparable topics) as well as customer-specific requirements;In the infrastructural conception and further development of software distribution solutions in enterprise environments (including MECM and Central Administration Site);In the conception and further development of client and server releases based on Windows operating systems via MECM CB (client from Windows 10, server from Windows Server 2012);In the conception and further development of client hard disk encryption mechanisms with central storage of encryption information (e.g. MS Bitlocker/MBAM or comparable encryption mechanisms);In the conceptual design and technical implementation of administratively separate client and role concepts (RBA) in software distribution environments (including MECM);In the conceptual design and creation of meaningful metrics for evaluating software distribution with regard to required criteria (including MECM);In the automated configuration of BIOS/UEFI settings of client hardware via suitable tools and support in the implementation of the corresponding solution in MS SCCM or MECM;In the organizational configuration of BIOS/UEFI settings of client hardware via suitable tools and support in the implementation of the corresponding solution in MS SCCM or MECM. MECM;In the organizational implementation of software distribution in MECM CB/MS SCCM CB (esp. application model and query-based collections and dynamic task sequences);In the configuration of the client operating system Windows 10 ff. or Windows Server 2016 ff. on the basis of functional requirements, in particular with regard to IT security, data protection (among other things via rights concepts and GPOs/GPPs);In the control and management of teams;In the evaluation and, if necessary, shutdown of client and server telemetry data, while maintaining the required functional scope;In the coordination of strategic IT issues in decision-making bodies and working groups;German language skills, both spoken and written, at least in accordance with level B2 of the European Framework of Reference.
