Description

Public Works and Government Services Canada (PWGSC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:
Section A: Lease Components
a lease term of approximately ten (10) years, commencing on or about October 1, 2022, plus options to extend the lease for two (2) additional periods of two (2) years each; due to uncertainties surrounding the impacts of measures imposed by governments to combat COVID-19, the lease commencement date may be delayed by up to four (4) months;

approximately 485 usable square metres (um 2 ) of contiguous office space, 380 (um 2 ) of contiguous warehouse space, and one (1) oversized parking space;
the proposed space must be available approximately thirty-two (32) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;
 the proposed space should satisfy or be capable of satisfying the following criteria:


if the proposed space is on multiple floors, consecutive floors are required;
must be contiguous within each floor;
access to a freight elevator if the proposed office space is not on the main floor;

the proposed warehouse space must have:

 a dock level door with sufficient height to accommodate a 53’ highway tractor trailer;
a dock leveler;
a pedestrian door;
adequate power to operate forklift chargers and other equipment (240v) ;
a minimum unobstructed warehouse ceiling height of 4.57 metres (15’) throughout;


the proposed space must have all basic utilities, including telecommunications, water, sewer, gas and electricity;
the dimensions of the proposed space must be compatible for efficient design and use;
the physical characteristics of the lands and the building and the area and environment surrounding it, including neighbouring land uses, shall be compatible with the Lessee’s intended use of the accommodation.


the proposed space must be located in the city of Winnipeg and within the following boundaries (the geographical boundaries include sites on either side of the roads):
North: Highway 101
South: Portage Avenue
East: Main Street (Route 52)
West:  Highway 101

In the event of any discrepancy between the attached map and text description of the geographic boundaries, the text description shall prevail.

on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PWGSC’s Standards for Leased Accommodation , a copy of which may be obtained from the contact listed in Section F; Note: PWGSC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.
