Central Leyte (Dulag) Water Distict Dulay Leyte Water District Registered Certificate No. 459 INVITATION FOR COMPETITIVE CHALLENGE TO AN UNSOLICITED PROPOSAL Central Leyte (Dulag) Water District (“CLDWD”) received an Unsolicited Proposal for the Operations and Management of its water treatment plant, distribution and administrative system. It now invites interested Private Sector Participants (PSPs) to submit competitive proposals with a minimum Investment Commitment of SIX HUNDRED FIFTY MILLION PESOS (P650,000,000.00) with the following Terms of Reference (TOR):  Bulk Water Supply and Water Distribution Project  Supply, Installation, Testing and Commissioning  Full-Service Water Treatment Plant with Reticulation and Distribution System  6 MLD Capacity  Philippine National and International Standards for Drinking Water  100% Available Factor  With own power supply, storage reservoirs and control systems  Upgrade Existing Water System to provide reliable (24/7) Potable Water Supply  Provide sufficient distribution pipework to all Barangays of the Municipality of Dulag  Provide sufficient household/commercial/institutional water connections with water meter  Provide software for billing and collection system  Commercial Operation: Operation and Maintenance of Water Supply system to commence within five (5) months after issuance of Notice to Proceed.  All permits, other pertinent documents required by the Government Regulations will be provided by the Project Proponent. The following schedule to be held at the CLDWD Office shall be strictly observed: ACTIVITIES DATE TIME Posting/Advertising November 19, 2018 Submission of Letter of Intent and Issuance of Tender Documents November 19 to 25, 2018 Office hours Pre-Selection Conference December 10, 2018 2:00 PM Deadline for Submission & Receipt of Eligibility, Technical and Financial Documents December 19, 2018 2:00 PM Opening of Challenger Documents and Start of Evaluation December 19, 2018 2:00 PM Result of Evaluation of Documents December 21, 2018 Office hours Award of Contract December 21, 2018 Office hours Formal Agreement Signing TBA TBA A complete set of the TOR may be purchased by prospective PSPs, available at the CLDWD Office upon payment of non-refundable fee of One Hundred Thousand Pesos Only (Php100,000.00) to Central Leyte (Dulag) Water District, in the form of cash or manager’s check. CLDWD reserves the right to reject any or all bids, to declare failure of bidding or not award the contract or to waive informally any minor defects or infirmities thereon and to accept such bid as maybe considered most advantageous to it.
