Description
The purpose of this tender is to purchase Ethernet connections from school locations to Kennisnet's data centres in the Amsterdam region and/or to Kennisnet's regional PoPs, which are often located at the same locations as those of Surf. For more information on the background of the command, please refer to chapter 2 of this document. The Ethernet connections are divided into 4 categories. The present assignment concerns the categories silver, gold and redundant. The bronze category will be put on the market in a separate European tender in mid-May 2019. With the help of this tender, SIVON aims to purchase qualitatively appropriate connections per location for its members on the most favourable terms possible. SIVONSIVON Cooperative is a cooperative of and for school boards in primary and secondary education. Education is becoming increasingly dependent on ICT, and developments in this area are progressing rapidly. SIVON ensures that students, teachers and other educational staff have access to adequate (ICT) facilities for education and talent development under favourable conditions. SIVON develops, innovates and operates a stable ICT infrastructure together with school boards and organises demand pooling, cooperation and knowledge exchange for the affiliated school boards. Because knowledge and expertise are better organised, time and money are made available to schools and the market is better questioned, there is room for innovation. The added value for users is central. More information about SIVON can be found at www.sivon.nl. One of the services that SIVON wants to organise for its members concerns Ethernet connection. SIVON was founded in 2017 and, together with its members, already covers about 25% of the number of pupils in primary and secondary education. SIVON receives contributions from its members for basic membership, purchase contributions, and service contributions for the use of specific services by a school board. SIVON also receives funding from the Ministry of Education, Culture and Science to strengthen cooperation between school boards, on the one hand, and to improve the purchasing, security, availability, and price-quality ratio of internet connectivity by jointly providing cost-effective, high-quality access to the National Service Centre, on the other.The SIVON cooperative reserves the right to transfer the framework agreements and the rights and obligations arising therefrom to a third party. SIVON hereby acts as the central purchasing body (wholesale) within the meaning of article 2.11 paragraph 1 of the AW. SIVON is a cooperative of and for school boards. These school boards are scattered all over the country. The exact size and growth of the cooperative over the years cannot be determined unequivocally. SIVON wants to make it possible for school boards that are members or become members to purchase services from SIVON. This means that school boards participating in SIVON can purchase Ethernet connections from SIVON. It is therefore possible for all school boards that are members of SIVON or become members of SIVON to purchase SIVON's services. This means that schools that are members of SIVON can purchase Ethernet connection via the framework agreements of this tender.
